TEMPO.CO, Jakarta - Deputy Head of the Indonesian National Nutrition Agency (BGN) Agustina Arumsari dismissed the notion that the purchase of 21,000 electric motorcycles for the head of the nutrition fulfillment service unit (SPPG) was the result of corruption. According to her, the vehicles were paid for using state funds.
"So, I apologize if it was mentioned earlier that it was the result of corruption. It was paid for by state funds, not the result of corruption," said Arumsari during a press conference at the BGN office in Kebon Sirih, Central Jakarta, on Tuesday, July 21, 2026.
She explained that the subject of investigation is the suspected markup or price increase. She mentioned that the amount of state losses is still being calculated by the investigators.
Subsequently, the state losses will be requested to be returned to the suspects through the court mechanism. "Return it to the state treasury," said Arumsari.
Arumsari also mentioned that BGN has settled the electric motorcycle budget for 2025 this year. In her presentation to the House of Representatives Commission IX, Agustina stated that the down payment or pre-payment that had to be made for the purchase of the electric motorcycles amounted to Rp243.9 billion.
Then, the subsequent payment after the procurement or prepayment for the electric motorcycles amounted to Rp167.5 billion. Although the payment has been settled, she stated that the operational vehicles cannot yet be recorded as definitive machine equipment assets at this time. "Because it is still under investigation by the prosecutor's office," said Arumsari during a hearing with the House of Representatives Commission IX on Friday, July 17, 2026.
Currently, the Attorney General's Office is investigating two corruption cases in BGN, including the alleged buying and selling of MBG kitchen points and the procurement of motorcycles for the head of SPPG. The Attorney General's Office has designated former Head of BGN Dandan Hindayana, as well as two former Deputy Heads of BGN, Sony Sonjaya and Lodewyk Pusung, as suspects.
The Attorney General's Office has also designated PT Yasa Artha Trimanunggal Commissioner, Andri Mulyono as a suspect. Yasa Artha Trimanunggal is the company that provides the electric motorcycles for SPPG.
Director of Investigation at the Special Crime Deputy Attorney General Syarief Sulaeman Nahdi explained that the commissioner of the electric motorcycle company is suspected of unlawfully manipulating and colluding with BGN from the project planning stage to the disbursement of funds.
Andri Mulyono is suspected of actively communicating with the commitment-making officials to follow up on the procurement plan, even though the official procurement had not yet started at that time.
At that time, PT Yasa Artha Trimanunggal was also known to have not met the requirements to become a provider. To secure the company's passage, Andri is suspected of engaging in unlawful communication with BGN. "Although PT Yasa does not have an active dealer or workshop, and does not meet the requirements as a vendor providing electric motorcycles," said Syarief.
In addition, Andri is suspected of inflating the price for each unit of the electric motorcycles. The aim is to approach the available budget ceiling for the procurement.
