TEMPO.CO, Jakarta - Commission VII of the House of Representatives (DPR) held a closed public hearing (RDPU) to address complaints from micro, small, and medium enterprises (MSMEs) regarding frozen accounts and withheld funds on the TikTok Tokopedia platform.
The meeting was attended by representatives from the Ministry of Cooperatives and SMEs, including Deputy for Small Business Temi Satya Permana and Legal and Public Policy Expert Staff Reghi Perdana. Also present were officials from the Ministry of Communication and Digital, the National Consumer Protection Agency, leadership from the Bekasi Raya branch of the Indonesian Advocates Association (PERADI), TikTok Shop Tokopedia executives, and representatives of affected MSMEs.
"This meeting follows Commission VII's previous session with affected MSMEs who were accompanied by PERADI as their legal counsel," House Commission VII Deputy Chair Evita Nursanty said at the parliamentary complex in Senayan on Tuesday, September 8, 2026.
The closed session was convened specifically to address vendor grievances over frozen accounts and withheld capital. During the meeting, Evita stated that Commission VII called on TikTok Shop and Tokopedia to provide explanations regarding the grievances raised by small business owners.
She emphasized that the meeting should go beyond clarifications and deliver progress and certainty regarding the resolution of the problem. Commission VII, she said, seeks detailed answers concerning the grounds for account freezes, operational protocols, notification procedures for sellers, appeal mechanisms, and a clear timeline for releasing withheld funds.
Evita emphasized that Commission VII is not a law enforcement body and has no intention of judging fault in the dispute. Nevertheless, as a parliamentary oversight committee dedicated to protecting and empowering local businesses, Commission VII is obligated to ensure public grievances are addressed fairly, transparently, and accountably.
She also scrutinized the internal oversight mechanisms deployed by e-commerce platforms. Evita acknowledged that digital platforms require protocols to prevent fraud, regulatory violations, and platform abuse. However, she stressed that such enforcement systems must operate proportionally, transparently, and accountably.
Evita warned that automated, algorithm-driven decisions should not penalize sellers without providing clear explanations and a balanced verification procedure. She expressed hope that the dialogue would yield a concrete solution for affected MSMEs and prevent similar issues from recurring in the future.
