TEMPO.CO, Jakarta - Mahfud Md. felt disheartened when he heard about and examined the contents of the revised National Police Law, which the House of Representatives passed on Tuesday, June 9, 2026. A member of the Police Reform Acceleration Commission, he said not a single recommendation from his team had been incorporated into the new legislation.
According to the former Chief Justice of the Constitutional Court, the government is not serious about reforming the police institution. “It is merely lip service,” he said in a written interview with Tempo on Thursday, June 11.
President Prabowo Subianto established the Police Reform Acceleration Commission in November 2025. The special team was formed in response to public demands after demonstrations erupted across the country in August 2025. At the time, the public directed intense criticism at the police corps over its heavy-handed handling of protests. Public anger peaked when ride-hailing motorcycle driver Affan Kurniawan was killed after being run over by a police tactical vehicle.
After working for about three months, the commission completed its task by producing 10 volumes totaling 3,000 pages of studies and recommendations for reforming the police institution. The commission rejected proposals to place the police under a National Security Ministry, impose term limits on the National Police chief, and overhaul the Mobile Brigade Corps.
