Responding to many complaints, Minister of Finance (Menkeu) Sri Mulyani Indrawati said it was not easy to build a system with more than 8 billion transactions. So, who exactly are the developers of Coretax?
Coretax Developer Profiles
Reporting from the official website of the Directorate General of Taxes (DJP), the Ministry of Finance (Kemenkeu) appointed PT PricewaterhouseCoopers Consulting Indonesia or PwC as the procurement agent for Coretax. PwC is tasked with managing the tender for the procurement of the information system from the beginning to the end.
On Wednesday, December 2, 2020, PwC announced LG CNS-Qualysoft Consortium as the winner of the Coretax procurement. The determination of the tender winner is stated in the Decree of the Minister of Finance (PMK) Number 549/KMK.03/2020 concerning the Determination of the Winner of the Two-Stage Tender with Prequalification for the Procurement of the Core Tax Administration System Integrator.
LG CNS-Qualysoft Consortium won the tender worth Rp1,228,357,900,000, including tax. The company domiciled in Jakarta must provide a Commercial off the Shelf (COTS) solution for the Core Tax Administration System (SIAP) and implement the solution.
In addition, PwC also announced the winner of the procurement of owner's agent-project management and quality assurance consulting services, namely PT Deloitte Consulting with a contract value of Rp110,301,831,878, including tax. PT Deloitte Consulting's task is to provide consulting services on project management services, vendors and contracts, as well as provide quality assurance services to ensure the success of the Coretax project.

1. PwC Consulting Indonesia

2. LG CNS-Qualysoft Consortium
LG CNS-Qualysoft Consortium is two partner companies, including Qualysoft and LG CNS. The consortium has an office at Equity Tower Floor 33-G, SCBD Lot 9, Jalan Jenderal Sudirman Kav 52-53, Senayan, Kebayoran Baru, South Jakarta.
Quoting qualysoft.com, Qualysoft collaborates with LG CNS as a strategic partner offering large-scale tax administration applications. Qualysoft provides software development, while LG CNS provides hardware infrastructure and quality assurance staff.
Qualysoft Group was founded as an information technology consulting and services company in Vienna, Austria in 1999. Meanwhile, LG CNS is a subsidiary of LG Group, a South Korean company that produces and sells various types of products, such as electronics, telecommunications, and chemicals.
3. PT Deloitte Consulting
Deloitte is a company that provides audit and insurance services, consulting, financial consulting, risk consulting, tax and legal, and related services. In Indonesia, Deloitte services are provided by Liana Ramon Xenia & Rekan, Deloitte Touche Solutions, PT Deloitte Konsultan Indonesia, Deloitte Legal Indonesia, PT Deloitte Consulting & PT DC Solutions; and PT Deloitte Advis Indonesia.
Deloitte Indonesia has more than 80 partners and more than 2,000 staff with offices located in Jakarta. In Indonesia, Deloitte has won several awards, such as the Best Company to Work for in Indonesia in 2021 by the HR Asia Awards and the WeCare 2021 award from the HR Asia Awards.
However, in 2018, Deloitte Indonesia was dragged into a case of alleged embezzlement of 14 banks by PT Sunprima Nusantara Pembiayaan (SNP Finance).
