TEMPO.CO, Jakarta - The Indonesia Forum for Budget Transparency (FITRA) urges the government and law enforcement agencies to take firm action in the alleged corruption in the management of crude oil and refinery products at Pertamina, which is suspected to have caused a total state loss of Rp968.5 trillion from 2018 to 2023.
"Impose the heaviest possible punishment on the perpetrators of corruption in this case. Moreover, the fuel adulteration was also carried out during the Covid-19 pandemic, which further worsened the public's condition," said FITRA General Secretary, Misbah Hasan, in his official statement on Monday, March 3, 2025.
The case came to light after the Attorney General's Office (AGO) revealed the alleged adulteration of pertalite to pertamax by PT Orbit Terminal Merak (OTM) in Cilegon, Banten.
The uncovered modus operandi included the import of RON 92 fuel by PT Pertamina Patra Niaga (PT PPN), but what was received was RON 88 or 90.
FITRA has put forward recommendations to enhance oil and gas management. Along with calling for the immediate dismissal of the suspects, they have urged a deeper investigation into the flow of corrupt funds, involving the Financial Transaction Reports and Analysis Center (PPATK).
Additionally, FITRA has pressed the AGO to widen the probe to uncover other potential suspects. They also stress the urgency of reforming Pertamina's recruitment process to prevent conflicts of interest and nepotism.
Furthermore, FITRA has emphasized the need to evaluate the Ministry of State-Owned Enterprises' oversight of state-owned enterprises and their subsidiaries.
"In addition, increased supervision from the Downstream Oil and Gas Regulatory Agency (BPH Migas) and the Oil and Gas Research Agency (Lemigas) is deemed necessary for oversight and transparency to avoid harming the public," he said.
The development of a digital-based monitoring system that allows the public to participate in overseeing the distribution and quality of fuel is also emphasized.
"The government must immediately restore public trust by ensuring that non-subsidized gasoline sold meets the promised quality standards," said Misbah Hasan.
FITRA emphasizes the urgency of passing the Asset Seizure Law to deter corruptors and expedite the recovery of state losses caused by this scandal.
AGO is still conducting further investigation by naming six senior Pertamina officials as suspects in the alleged corruption case of crude oil and refinery product management. The suspects are from the directorate of Pertamina subsidiaries and private parties suspected to be involved from 2018 to 2023.
