TEMPO.CO, Jakarta - France and the UK have proposed a one-month partial truce between Russia and Ukraine, which will not include ground fighting. French President Emmanuel Macron said the ceasefire will cover air and sea attacks, as well as energy infrastructure.
Macron added that the front line between the two countries is equivalent to the distance between Paris and Budapest.
"In the event of ceasefire, it would be very difficult to verify that the front is being respected," Macron told Le Figaro on Sunday, March 2, 2025, quoted by Reuters.
Macron spoke to the Le Figaro newspaper as he flew to London for a meeting with European leaders, hosted by UK Prime Minister Keir Starmer to advance efforts to devise a peace plan for Ukraine.
The High-Level Conference in London was held two days after Ukrainian President Volodymyr Zelenskiy met with U.S. President Donald Trump at the White House, which ended in discord. World leaders have supported Zelenskiy and promised to do more to help Ukraine.
Based on the French-UK proposal, Macron relayed that European ground forces would only be deployed to Ukraine in the second phase.
"The question is how we use this time to try to obtain a truce, with negotiations that will take several weeks, and then, once peace is signed, a (troop) deployment."
When asked by reporters in London if he knew about the plan, Zelenskiy admitted he was aware of the proposal.
Macron said his country and other European countries must allocate more funds for defense. He told Le Figaro that this might mean around 3-3.5 percent of the gross domestic product. He also said that the European Commission needs to be more innovative in funding defense spending.
Before this, UK Prime Minister Keir Starmer reiterated his country's full support for Ukraine while welcoming President Volodymyr Zelenskiy in London on Saturday local time, as reported by Anadolu.
President Zelenskiy arrived in London to meet PM Starmer and attend the Ukraine-related HLC on Sunday, March 2, 2025. Several European leaders will attend the conference.
Starmer told Zelenskiy that the UK will support Ukraine.
Starmer said the UK has an "absolute" and "unwavering" determination to achieve a joint goal, which is "lasting peace based on sovereignty and security for Ukraine."
Zelenskiy then thanked Starmer and the people of the UK for their support for Ukraine since the war with Russia broke out in 2022.
