TEMPO.CO, Jakarta - Member of the House of Representatives' Defense Commission I, Tubagus Hasanuddin, welcomed the plan to form a cyber force or fourth dimension in the Indonesian Army (TNI) military institution. He hopes that the existence of the cyber force can strengthen the country's defense protection from the threat of cyber attacks.
Based on the information he obtained, Hasanuddin explained that the concept of forming a cyber force cannot stand alone as a separate part from other dimensions. He said the cyber force must be part of the three existing military dimensions.
"Because the goal is for defense, so it cannot be separated from the Army, Sea, and Air dimensions," said Hasanuddin when met by Tempo at the Senayan Parliament Complex, Jakarta on Monday, February 3, 2025.
The former TNI retiree gave an example of the existence of a cyber force in the Army dimension, for example, which can function as a part that is able to prevent and overcome potential cyber attacks in the context of missile launches.
According to Hasanuddin, with current technological developments, it is not impossible for missiles or guided missiles to be hacked to attack users. "This is where the role of the Cyber Force is used, to stabilize and overcome such potentials," he said.
Similar to the Navy and Air Force, said Hasanuddin, the function of the Cyber Force must also be to protect. For example, when there is a hacking of the navigation of warships or hacking of defense equipment owned by the Air Force. "So it is not possible if the Cyber Force is formed and then stands alone, that is not the concept of the Cyber Force," said the PDIP politician.
Regarding the potential for overlap with other cyber institutions such as the National Cyber and Crypto Agency (BSSN) or threats to civil liberties, Hasanuddin said that this would not happen. He ensured that the formation of the Cyber Force plan would be carried out based on empirical studies. "Moreover, the goal is for national defense. Therefore, there will be no overlap or threat to civil liberties," he said.
At the TNI leadership meeting on Friday, January 31, TNI Commander General Agus Subiyanto said that his institution would recruit civilians to become part of the Cyber Force. Agus explained that the civilians who will be recruited are those who have special skills in the cyber field, the aim is to facilitate the TNI's work in overcoming the threat of cyber attacks.
"We are not making soldiers into cyber people, that would be difficult. I am specifically recruiting cyber people who were previously cyber people, the civilians are cyber," said Agus at the TNI Headquarters in Cilangkap, East Jakarta.
The recruitment of civilians to become cyber troops, he said, is not much different from the recruitment of career soldier officers (PK), who are recruited because they have special criteria or expertise. So, he said, the TNI also has plans to increase the recruitment of PK officers to increase strength in each field. "We will increase those who specialize in medicine, psychology, and law," he said.
Hasanuddin appealed to the TNI Headquarters to continue to maximize the potential of soldier resources in the plan to form a cyber force. According to him, the plan to recruit civilians to become part of the cyber force can indeed be done, but it cannot deny the potential of existing soldiers. "If we recruit from outside, those inside must also be trained in their abilities," he said.
