House Urges TNI to Scout Soldiers for Cyber Force Amid Civilian Recruitment Talks

TEMPO.CO, Jakarta - Member of the Defense Commission of the Indonesian House of Representatives (DPR), Tubagus Hasanuddin, urged the TNI Headquarters to still maximize the potential of soldier resources in the plan to establish the Cyber Forces.

He said that the plan to recruit civilians to be part of the Cyber Forces could indeed be carried out, but it cannot deny the potential of existing soldiers.

"If recruiting from outside, those inside must also be trained for their abilities," said Hasanuddin when met by Tempo at the Parliament Complex in Senayan, Jakarta on Monday, February 3, 2025.

He explained that recruiting civilians into the Cyber Forces is commonly done by several countries, such as the United States.

Its purpose, he continued, is to help optimize the country's defense from various possible threats. Thus, the cyber forces formation does not mean a new branch establishment in the military institution.

Hasanuddin stated that in principle, the existence of the cyber forces is part of the entire existing branches, inseparable from the Army, Navy, and Air Force.

"The cyber forces must be part of the existing branches, so it becomes part of defense in the three branches," said the PDIP politician.

As Hasanuddin, the Deputy Chairman of the DPR's Defense Commission, Dave Akbarshah Fikarno Laksono, also requested that the TNI not ignore the role of soldiers in the cyber forces establishment.

He said that recruiting civilians could be done, but it must be accompanied by training and preparation for active soldiers.

"So that the quality of cyber soldiers is not inferior to civilian experts," said Dave.

Meanwhile, in a TNI leadership meeting on Friday, January 31, the TNI Commander General Agus Subiyanto stated that the institution would recruit civilians to be part of the cyber forces.

Agus explained that civilians to be recruited should have special abilities in the cyber field, to facilitate the TNI's work in dealing with cyber attack threats.

"We are not turning the military into cyber people, that would be hard. I am specifically recruiting those who were already cyber experts, civilian cyber experts," said Agus at the TNI Headquarters in Cilangkap, East Jakarta.

This recruitment of civilians into the cyber forces, he said, is not much different from the recruitment of career military officers, who are recruited because they have specific criteria or expertise.

Thus, he said, the TNI also plans to increase the recruitment of career military officers to enhance strength in each field.

"We will increase those specializing in the fields of medicine, psychology, and law," he said.
