Indonesia Prepares New Regulation on Waste Management

TEMPO.CO, Jakarta - The Indonesian government is preparing a new Presidential Regulation (Perpres) that will replace three older regulations about waste management. Minister of Environment and Forestry Hanif Faisol Nurofiq stated that the three existing regulations have reached their expiration.

"We need to make improvements. We (ministers) are ordered to act, and all the Perpres [regarding waste] will be merged into one," Hanif said after discussing the waste issue at Graha Mandiri, Jakarta, on Thursday, February 27, 2025.

The three regulations are Presidential Regulation No. 83 of 2018 concerning Marine Waste Management, Presidential Regulation No. 35 of 2018 concerning Acceleration of Waste Processing Installations into Environmentally Friendly Technology-Based Electricity, and Presidential Regulation No. 97 of 2017 concerning National Policy and Strategy for Household Waste and Similar Household Waste Management.

Discussions about the new waste regulations involve many ministries and institutions, including the Ministry of Research, Technology, and Higher Education; the National Defense Forces; the Maritime Security Agency; and the National Research and Innovation Agency (BRIN).

Hanif stated that the government planned to employ modern technology to solve the waste problem. The use of technology is particularly intended for large cities that handle thousands of tons of waste each day.

"[The waste] cannot be managed using other systems. It cannot be treated with RDF (Refuse Derived Fuel), with maggots, or even with sorting. Therefore, it must be resolved through a waste-to-energy plant," he said.

The waste-to-energy technology, Hanif explained, will process all types of waste and turn them into energy. The technology is similar to an incinerator that can burn at temperatures above 800 degrees Celsius. "But again, waste has a negative economy. It will certainly still require a tipping fee," he concluded.
