
TEMPO.CO, Jakarta - Indonesian Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia stated that the implementation of the Electricity Supply Business Plan (RUPTL) 2025-2034 has the potential to unlock significant investment opportunities, particularly in the renewable energy sector. He estimated that the total investment opportunities that could be pursued during this period would reach Rp2,967.4 trillion.
Bahlil detailed that these investments are categorized into three main groups. The generation sector contributes the largest portion with a value of Rp2,133.7 trillion, followed by transmission network development amounting to Rp565.3 trillion, and the remaining Rp268.4 trillion allocated for investments in other supporting sectors.
He targeted that the majority, approximately 73 percent, of the investment in generation will involve the private sector through the Independent Power Producer (IPP) scheme, while the remainder will be undertaken directly by PLN.
"In the generation sector alone, out of the approximately 836,000 workers needed, more than 790,000 of them, or 91 percent, are green jobs. This is a significant opportunity for young people who want to be involved in the energy transition," said Bahlil during a press conference for the launch of RUPTL 2025-2034 at the ESDM Ministry office on Monday, May 26, 2025.
Bahlil added that this huge investment potential fits well with the government's goal to shift to cleaner energy. This involves increasing the amount of new and renewable energy (EBT) used in Indonesia's electricity system. In the RUPTL 2025-2034 plan, the government aims to add 69.5 gigawatts (GW) of new power generation capacity.
Out of this total, the EBT portion dominates at 42.6 GW or 61 percent. Meanwhile, the capacity of energy storage systems is targeted at 10.3 GW (15 percent), and fossil energy at 16.6 GW (24 percent).
Furthermore, Bahlil stated that the construction of generators is designed in two stages. In the first five years, the generator composition is still quite balanced, with 44 percent coming from EBT, 45 percent from fossil, and 11 percent from storage. However, in the second phase, the focus will increasingly shift to EBT, with a proportion reaching 73 percent, while the use of fossil energy will be reduced to 10 percent.
In addition to creating economic opportunities, projects within this RUPTL are also expected to generate a large number of jobs. The government targets the creation of 1.7 million new jobs, especially in the generation and power network sectors. Bahlil emphasized that the majority of these jobs are green jobs, which support the development of clean and sustainable energy.
