TEMPO.CO, Jakarta - The Director General of Hajj and Umrah Organizing (Dirjen PHU) at the Indonesian Ministry of Religious Affairs (Kemenag), Hilman Latief, suggests the Draft Bill (RUU) regarding Hajj and Umrah, needs to be aligned with changes in regulations in Saudi Arabia. According to Hilman, Saudi Arabia has a 2030 vision for the Hajj and Umrah organization, which could significantly increase the quota of pilgrims.
Hilman stated that in 2023, Saudi Arabia targeted to accommodate 10 million Umrah pilgrims. However, the actual number in that year reached 13.56 million pilgrims. He predicted that Saudi Arabia aims to have 30 million Umrah pilgrims by 2030.
"It seems that for Hajj, from the current 2 million, the transformation may also double by 2030 to around 4 million," said Hilman during a meeting with the Commission VIII of the House of Representatives (DPR) on Wednesday, January 19, 2025.
Based on this projection, Hilman estimated that Indonesia's Hajj pilgrim quota, currently at 221 thousand, could double in the coming years. "This also needs to be properly prepared institutionally," he said.
According to Hilman, in the last three years, there have been quite a few changes in the regulations of the Saudi Arabian government regarding Hajj worship. Therefore, he believes that the discussed Hajj and Umrah Bill with the DPR must be truly adaptive to the potential changes that will occur in the coming years.
Previously, the Vice Chairperson of Commission VIII of the DPR, Abdul Wahid, said that the commission will soon discuss the revision of Law Number 8 of 2019 concerning Hajj and Umrah. He targeted the discussion to begin in February 2025. "This year, after we enter, I have proposed the discussion of the Hajj and Umrah Law," Abdul Wahid told Tempo on January 28, 2025.
The one of law revision points is to facilitate the government's desire to transfer the authority for managing the Hajj pilgrimage to the Hajj Organizer Agency. In 2026, the management of the Hajj Organizer Agency is planned to begin taking over the authority for organizing the Indonesian Hajj pilgrimage.
