Prabowo Addresses Alleged Corruption in Pertamina's Oil Imports

TEMPO.CO, Jakarta - President Prabowo Subianto has responded to allegations of corruption in the management of crude oil and refinery products at state-owned energy firm PT Pertamina (Persero) from 2018 to 2023, stating that the government will take action and uphold the rule of law.

"Everything is being handled. Everything is being taken care of. We will clean this up. We will enforce the law," Prabowo said on Wednesday, February 26, after inaugurating the gold bank at The Gade Tower.

Prabowo emphasized that the government will ensure that the legal process serves the interests of the people.

"We will stand for the people’s interests," the president asserted.

On Monday, February 24, the Attorney General’s Office (AGO) named seven suspects in the alleged corruption case involving the management of crude oil and refinery products at Pertamina, its subsidiaries, and contractors between 2018 and 2023.

Four of the seven suspects are four senior executives from Pertamina subsidiaries:

  1. Riva Siahaan – president director of PT Pertamina Patra Niaga

  2. Sani Dinar Saifuddin – director of feedstock and product optimization at PT Kilang Pertamina Internasional

  3. Yoki Firnandi – president director of PT Pertamina International Shipping

  4. Agus Purwono – VP of feedstock management at PT Kilang Pertamina Internasional

The other three suspects are private sector leaders:

  1. Muhammad Kerry Andrianto Riza – beneficial owner of PT Navigator Khatulistiwa

  2. DW – commissioner of PT Navigator Khatulistiwa and PT Jenggala Maritim

  3. GRJ – commissioner of PT Jenggala Maritim and President Director of PT Orbit Terminal Merak

According to Abdul Qohar, Director of Investigations at the AGO’s Special Crimes Unit, the alleged corruption could result in nearly Rp200 trillion (US$12.7 billion) in state losses. The losses stem from several factors, including domestic crude oil export losses, crude oil imports through brokers, fuel imports, compensation payments, and subsidies.

"These unlawful actions have caused state financial losses of approximately Rp193.7 trillion (US$12.3 billion)," Qohar said at the AGO headquarters in Jakarta on Monday night, February 24.

Harli Siregar, Head of the AGO’s Legal Information Center, stated that investigators found evidence suggesting the suspects deliberately manipulated domestic refinery production policies to justify large-scale imports. Indonesian regulations prioritize domestic crude oil supplies before allowing imports.

"The suspects orchestrated downstream optimization meetings to reduce refinery readiness, leading to the rejection of domestic crude oil from local contractors and ultimately increasing imports," Harli explained.

The AGO also revealed that in the procurement of refinery products by Pertamina Patra Niaga, Riva Siahaan purchased and paid for RON 92 fuel but actually procured RON 90 or lower. The fuel was then blended in storage facilities or depots to achieve RON 92 specifications.
