TEMPO.CO, Jakarta - The dismantling plan of the sea fence in Bekasi has attracted public attention because it has an impact on fishermen's access and the local aquatic ecosystem. Since January 15, the sea fence owned by PT TRPN in Bekasi has been sealed by two ministries, namely the Ministry of Maritime Affairs and Fisheries (KKP) on January 15, 2025 and the Ministry of Environment on January 30, 2025.
However, until now, PT Tunas Ruang Pelabuhan Nusantara (TRPN), the company that established the sea fence for reclamation activities in the Bekasi sea, West Java, has not yet dismantled the sea fence it established. In fact, the fence is clearly indicated to violate the use of marine space.
Meanwhile, Deolipa Yumara, PT TRPN's attorney, admitted that the reason his client had not yet dismantled the sea fence was because it was still sealed. "Because it is being sealed and there are no activities allowed," he explained when contacted on Sunday, February 2, 2025.
Deolipa stated that until now there has been no official decision from the government regarding the reclamation activities carried out by PT TRPN in the Bekasi sea fence area. He confirmed that his client had complied with the summons from the Ministry of Marine Affairs and Fisheries for further examination at the end of January. However, he added that the legal team did not participate in the examination because the audit process was attended directly by the internal team of PT TRPN.
Doni Ismanto, Special Staff of the Minister of Marine Affairs and Fisheries, is of the opinion that PT Tunas Ruang Pelabuhan Nusantara (PT TRPN) should have dismantled the sea fence project in Bekasi itself. Especially if the company's activities have been proven to violate the rules on the use of marine space.
"The process of enforcing the rules is ongoing, and it is clear who owns it. How can the state also be responsible for everything if there is a demolition," said Doni when contacted on Saturday, February 1, 2025.
Demolition of buildings is one of the administrative sanctions given by the Ministry of Marine Affairs and Fisheries (KKP) to parties who violate the rules on the use of marine space, namely PT TRPN. This provision is regulated in the Regulation of the Minister of Marine Affairs and Fisheries Number 31 of 2021.

And among other sanctions received by PT TRPN, namely written warnings, fines, temporary suspension of activities, temporary suspension of public services, closure of locations, revocation of approval documents, cancellation of approval documents, to the requirement to restore the function of marine space.
Regarding sanctions related to the amount of fines in the examination, Deolipa also mentioned, but it is still in the calculation stage. "But (the amount) is still being calculated. Other sanctions are still being considered based on compliance," he explained.
The fulfillment of PT TRPN's summons to undergo further examination at the end of January 2025 has also been conveyed by Doni. However, he still has to carry out an examination first with the Polus team. "I have to check the results of the TRPN examination with the Polsus team first," he said.
In line with that, the Minister of Environment, Hanif Faisol Nurofiq, emphasized that the sea fence building in Bekasi Regency should indeed be dismantled. And this dismantling is the mandatory responsibility of PT TRPN as the party for installing the fence.
"They must be responsible, this is not allowed, there is a fence in this wide sea, the risk is high," he said when sealing the sea fence in Bekasi, as reported by Antara, on Thursday, January 30, 2025.
Doni also emphasized that the Ministry of Maritime Affairs and Fisheries (KKP) will continue to investigate PT TRPN's reclamation activities in the Bekasi sea fence area and enforce applicable regulations. This is done to ensure compliance with regulations and protect the ecosystem and access of coastal communities. "So what the Ministry of Environment is doing does not stop us from enforcing the rules mandated by law," Doni emphasized.
Until early this week, there had been no official information regarding the exact time for the start of the dismantling of the sea fence in Bekasi, West Java. However, PT Tunas Ruang Pelabuhan Nusantara (TRPN) has received a summons and inspection of this sea fence reclamation. The Ministry of Maritime Affairs and Fisheries (KKP) also admitted that it was still conducting checks. Meanwhile, the Minister of Environment, Hanif Faisol Nurofiq, agreed that PT TRPN itself would dismantle the sea fence.
