TEMPO.CO, Jakarta - Indonesia and the United States have agreed to begin technical negotiations on reciprocal tariffs, commonly known as the Trump tariffs, in the next two weeks. Airlangga Hartarto, Indonesia's Coordinating Minister for Economic Affairs, confirmed that these discussions would build on the bilateral agreement between the two countries to address trade issues in greater detail.
"Both sides have agreed to initiate discussions on technical matters, with substantive talks set to begin in two weeks," Airlangga Hartarto said in Jakarta on Thursday, April 24, as reported by Antara.
The upcoming negotiations are expected to lay the groundwork for a framework agreement, which will outline the final terms between the two nations, including market access and National Tariff Estimates (NTE). The official negotiations began with the signing of an agreement titled Agreement Between the Government of the United States of America and the Government of the Republic of Indonesia, which governs the handling of sensitive trade, investment, and economic security information between the two nations.
This move follows a meeting between Airlangga and U.S. Trade Representative (USTR) Ambassador Jamieson Greer and U.S. Secretary of Commerce Howard Lutnick, where technical teams from both countries met on Wednesday, April 23. During this session, the two sides agreed on the negotiation format, mechanisms, and schedule, with a target completion date of 60 days. This timeline still falls within the 90-day suspension period announced by President Donald Trump on April 9.
The negotiations will also address initial offers and requests from Indonesia. The USTR has reportedly welcomed these proposals and prepared a working document to guide the discussions.
Indonesian Finance Minister Sri Mulyani Indrawati added that the Coordinating Ministry for Economic Affairs team continues its intensive technical discussions with USTR representatives. In a press conference with the Financial System Stability Committee (KSSK), she emphasized that Indonesia is also in communication with U.S. business groups, including USINDO and the U.S. Chamber of Commerce.
"They are actively providing feedback and suggestions on Indonesia’s position regarding the reciprocal tariffs imposed by the U.S. government," Sri Mulyani said.
Earlier, Sri Mulyani met with U.S. Treasury Secretary Scott Bessent on Friday, April 25, 2025, and also attended a meeting with ASEAN Central Bank Governors and the Managing Director of the IMF to discuss the broader effects of U.S. tariff policies.
Amid ongoing uncertainty over U.S. trade policy and the shifting dynamics of U.S.-China relations, Sri Mulyani reassured that Indonesia remains committed to an active and flexible negotiating approach. She highlighted that Indonesia's domestic economic resilience, structural reforms, and national food security would strengthen the country's bargaining position.
"Negotiations are about giving, offering, and then compromising. The goal is a win-win solution, and that’s what everyone has been advocating for up until last night," she stated.
The U.S. government, she noted, is not seeking to create a crisis but aims to build a fairer global trading system. As a result, the negotiations have expanded to include discussions on reforming the international trade system, with a focus on the role of the World Trade Organization (WTO).
