After Storming TNI Bill Meeting, KontraS Office Gets Terrorized by Unknown People

TEMPO.CO, Jakarta - The executives of KontraS reported that their office on Jalan Kramat II, Kwitang, Central Jakarta, was terrorized by three unknown individuals in the early hours of Sunday, around 00:16 WIB (Western Indonesian Time). From the CCTV footage installed in front of the gate, it appeared that two men were dressed in black while the other was wearing a cream-colored t-shirt.

KontraS External Affairs Deputy Coordinator Andrie Yunus was in his office when the three unidentified individuals arrived. Andrie said the three men repeatedly rang the bell without a clear purpose.

At that time, Andrie was on the balcony of his office facing the gate. From the second floor, he then asked where the three individuals came from. "We asked where they came from. One of them in black answered 'from the media' while continuously ringing the bell at our gate," said Andrie when contacted on Sunday, March 16, 2025. The three unidentified men rang the bell for about five minutes.

At nearly the same time, Andrie also received three phone calls from unknown numbers. The phone calls occurred between 00:00 and 00:15 WIB.

"Following the security protocol we have set, we do not pick up sudden incoming calls from unknown numbers," said Andrie.

Andrie believes that the arrival of the three unidentified individuals is a form of terror against KontraS. This is because a few hours earlier, KontraS and the Civil Society Coalition for Security Sector Reform stormed a closed meeting discussing the TNI Bill at the Fairmont Hotel, Central Jakarta.

"We suspect this is a terror act following our criticism with the civil society coalition regarding the legislative process of the TNI Bill revision," said Andrie.

Andrie Yunus is one of the activists who interrupted the TNI Bill discussion meeting held by Commission I and the government at the Fairmont Hotel. During the action, Andrie and several representatives of the Civil Society Coalition for Security Sector Reform barged into the meeting room and expressed their rejection of the TNI Bill revision.

They also criticized the closed-door discussion process of the TNI Bill at a luxury hotel. "In addition to being contrary to the state's policy on efficiency, it is also related to the articles and substance that are far from the spirit of eliminating the dual function of the military," said Andrie.

There was no escort when they entered the room. They only brought a piece of poster paper containing their rejection of the TNI Bill.

The protest in the meeting room only lasted briefly until a number of hotel security personnel immediately intercepted them. Andrie, who was in the meeting room at the time, was pushed out and fell.

Since yesterday, the Work Committee of Commission I DPR has held a working meeting discussing the revision of the TNI Bill with the government at the Fairmont Hotel, Central Jakarta. Several legislators from Commission I DPR were seen attending the meeting.

Based on Tempo's observation, among the attending members of the parliament were Ahmad Heryawan, Tubagus Hasanuddin, and Rizki Aulia Natakusumah. Meanwhile, representatives of the government who were seen attending the second day of the meeting were Vice Minister of Defense Donny Ermawan.

Member of Commission I DPR Tubagus Hasanuddin did not want to talk much about the reason the working committee meeting discussing the TNI Bill was held outside the Parliament complex in Senayan. He left the matter to the leadership of Commission I DPR to explain.

He said that his realm only pertained to the technical aspects of the legislation being discussed. "Why is it urgent, and where is the venue, ask the leadership," said TB Hasanuddin met at the sidelines of the working committee meeting on the TNI Bill at the Fairmont Hotel, Jakarta on Saturday, March 15, 2025.

Meanwhile, Chairperson of Commission I DPR Utut Adianto said that holding meetings in hotels has been a customary practice. "From the past. Try to check," said Utut.
