
TEMPO.CO, Jakarta - Arab leaders adopted Egypt's plan for the reconstruction of Gaza on Tuesday, March 4, 2025, with an estimated cost of US$53 billion. The Palestinian residents will remain in Gaza, contrary to U.S. President Donald Trump’s ‘Middle East Riviera’ vision.
Citing Reuters, Egyptian President Abdel Fattah al-Sisi said that Egypt's proposal was accepted at the closing of a summit in Cairo. Sisi stated at the summit that he was certain Trump would be able to achieve peace because the Gaza Strip has been devastated by Israel’s military assault.
After the reconstruction, the question of who will govern the region and which country will provide the billions of dollars needed for the reconstruction of Gaza remains. Sisi said that Egypt has been working with Palestine in forming an administrative committee consisting of independent and professional Palestinian technocrats. They will be tasked with governing Gaza after the war.
The committee will be responsible for overseeing humanitarian aid and managing Gaza affairs for a temporary period, in preparation for the return of the Palestinian Authority (PA), he said. Another issue is the fate of the Palestinian resistance group Hamas, the rival of PA.
Hamas, an Islamic faction that has been in control of Gaza since 2007, said in a statement that it agrees to the Egyptian committee proposal. Hamas agreed not to nominate candidates to the Cairo-proposed committee but must give its consent for the tasks, members, and agenda of the committee that will work under the supervision of the PA.
Egypt's Foreign Minister Badr Abdelatty stated on Tuesday night that the names of individuals participating in the committee have been decided.
Palestinian President Mahmoud Abbas, who heads the PA, said he welcomes Egypt's idea and urged Trump to support the plan, which does not involve the expulsion of Palestinian residents.
Abbas, in power since 2005, also stated that he is ready to hold presidential and parliamentary elections if the situation allows. He added that the Palestinian Authority is the only legitimate governing and military force in the Palestinian territories.
Israel's foreign ministry, in a statement, called the plan rooted in outdated perspectives. Israel rejects reliance on the Palestinian Authority but complains about Hamas remaining in power because of the plan.
Washington also voiced its disagreement with Egypt's proposed reconstruction of Gaza. "The current proposal does not address the reality that Gaza is currently uninhabitable and residents cannot humanely live in a territory covered in debris and unexploded ordnance," White House spokesperson Brian Hughes said.
He responded to questions from reporters regarding whether Trump would support the Arab leaders' plan. "President Trump stands by his vision to rebuild Gaza free from Hamas," he said.
