TEMPO.CO, Jakarta – Bali Governor Wayan Koster has ordered the suspension of the construction of a glass elevator on the cliffs of Kelingking Beach, Nusa Penida, Bali, Indonesia.
The directive was issued on Sunday, November 23, 2025, following the provincial government’s assessment of five major violations committed by the developer, as well as recommendations from the Bali Legislative Council’s Spatial Planning and Licensing Committee.
Governor Koster, accompanied by the Klungkung Regent, stressed that Bali’s development must prioritize environmental protection, cultural heritage, community welfare and the island’s commitment to culture-based, sustainable and dignified tourism.
“Therefore, I have decided to take firm measures by instructing PT Indonesia Kaishi Tourism Property Investment Development Group to halt all activities related to the construction of the glass elevator,” he said.
Three Development Zones Identified
Before announcing the suspension, Koster outlined that the project spanned three distinct areas in Bunga Mekar Village, Nusa Penida:
Area A – the cliff-top plateau, where the investor built a 563.91-square-meter ticket booth. This area falls under the authority of Klungkung Regency and must comply with Bali’s Provincial Spatial Planning Regulation (RTRWP) No. 3/2020 and Klungkung Regency’s Spatial Plan (RTRW) No. 1/2013.
Area B – the land at the cliff base, classified as state land under the jurisdiction of the central government or, at minimum, the Bali Provincial Government.
Area C – the beach and coastal waters, overseen by the Ministry of Marine Affairs and Fisheries and the Bali Provincial Government.
Across these zones, officials found three constructed facilities: the cliff-edge ticket booth, a pedestrian bridge, and the elevator structure itself, which also includes a restaurant and foundation.
Five Key Violations
Based on field assessments, the provincial government and the Bali Regional House of Representatives' spatial planning team identified five major violations:
Breach of Bali Provincial Regulation No. 3/2020 on spatial planning, which carries administrative sanctions including demolition and restoration of spatial function.
Violation of Government Regulation No. 5/2021 on risk-based business licensing, subject to forced administrative action, including demolition.
Additional violations of Government Regulation No. 5/2021 leading to suspension of all activities.
Violation of Law No. 27/2007 on coastal zone management and Bali Governor Regulation No. 1828/2017 on Nusa Penida marine conservation zoning, with sanctions including building demolition.
Violation of Bali Provincial Regulation No. 5/2020 on cultural tourism standards for altering the authenticity of a cultural tourism site, which carries criminal sanctions.
Koster said the decision to halt the project underscores Bali's commitment to ensuring that future development and investment strictly adhere to legal requirements, environmental sustainability, cultural protection and local wisdom.
“This is a firm measure to prevent similar violations by investors and stakeholders in the future,” he said.
He added that the developer has been instructed to demolish all non-compliant structures within six months and to restore the affected area’s spatial function within an additional three months.
