TEMPO.CO, Jakarta - Indonesian Food and Drug Monitoring Agency (BPOM) has discovered 91 illegal cosmetic brands, 60 percent of which are imported with an economic value of Rp 31.7 billion. This finding is based on intensification results from February 10th to 18th, 2025, across Indonesia. "BPOM has found violations and allegations of illegal cosmetic production and distribution totaling 91 brands," said BPOM Head Taruna Ikrar in a written statement quoted on Sunday, February 23, 2025.
Out of the 91 cosmetic brands, BPOM found 4,334 items with 205,133 products containing prohibited substances. This includes blue-labeled skincare that does not comply with regulations, products without distribution permits, improper usage instructions, and expired products.
Taruna explained that the widespread prevalence of illegal cosmetics is influenced by a shift in consumer behavior in obtaining cosmetics online based on reviews from influencers. This situation is then exploited by irresponsible parties to market illegal cosmetics or products containing harmful substances.
He stated that the current viral trend of illegal cosmetics does not only consist of unregistered, fake, and prohibited products, but also includes blue-labeled skincare and beauty injections which are supposed to be obtained with a doctor's prescription, yet are being widely sold on e-commerce platforms.
Taruna also revealed a new modus operandi in the circulation of illegal cosmetics, which involves using fake distribution permits not issued by BPOM for the products and manufacturers. They then produce cosmetics using these false permits.
"Secondly, they place distribution permit numbers on the blue label, even though the distribution permit is not actually used. This is done to deceive consumers and we will take serious action against it," he said.
BPOM inspected 709 facilities related to the circulation of illegal cosmetics. Out of the 709 facilities inspected, 340 facilities (48 percent) did not meet the requirements.
The most commonly found non-compliant facilities were distributors at 40 percent, followed by beauty clinics at 25.59 percent, resellers at 18.24 percent, Cosmetic Notification Holders at 5 percent, manufacturers at 4.71 percent, brand owners at 3.53 percent, and importers at 2.94 percent. "We are visiting all of them to eradicate illegal and harmful cosmetics from the source to the end," stated Taruna Ikrar.
