Cilincing Concrete Embankment Unrelated to PIK Sea Barrier, KCN Clarifies

TEMPO.COJakarta - PT Karya Citra Nusantara (KCN), which manages the concrete sea barrier in the waters of Cilincing, North Jakarta, has clarified that the embankment is not connected to the controversial bamboo sea fence in the Pantai Indah Kapuk (PIK) area of Tangerang, which previously garnered significant public attention.

"This project has no connection to the previous bamboo embankment that people are now confused about. Is it part of the bamboo embankment that was once popular in PIK? No!" said the President Director of PT KCN, Widodo Setiadi, during a press conference for clarification on Friday, September 12, 2025, as quoted by Antara.

Widodo explained that the concrete embankment is an integral part of an ongoing port construction project. He noted that many people have mistakenly associated the Cilincing project with the PIK bamboo fence, despite the considerable distance between the two locations.

"The location of PIK and this one (Cilincing sea area) is far. This is the northernmost boundary of Jakarta. After this, there is the East Flood Canal (BKT)," he said.

He also emphasized that the port pier construction is not related to the Marunda Center area, which is located in Bekasi, West Java. "Is it the same as the Marunda Center? It's different! Marunda Center is in Bekasi, or in West Java," he explained.

Widodo stated that the port pier construction project in Cilincing is a public-private partnership that does not use state or regional budgets. To date, the project has reached 70% completion, with the first pier nearly finished. The second pier is targeted for completion in 2025, and the third in 2026.

In the same press conference, Fajar Kurniawan, the Director of Marine Spatial Planning Control from the Directorate General of Marine Spatial Management and the Ministry of Marine Affairs and Fisheries (KKP), confirmed that the embankment has all the necessary permits.

He added that despite having obtained all permits, the KKP remains committed to overseeing the reclamation to ensure it does not harm fishermen and the coastal community of Cilincing. "The Directorate General of Marine Spatial Planning and the Directorate General of Capture Fisheries and Marine Affairs will continue to supervise and guard the implementation of the issued permits," Fajar stated.
