DPR to Draft Omnibus Law on Political Bill This Year

TEMPO.CO, JakartaThe House of Representatives (DPR) will draft the omnibus law Politics Bill this year. Commission II is currently in the stage of listening to informal input from the public and will determine the agenda after the House's recess, which runs until January 20, 2025.

Chairman of  Commission II of the House Rifqinizamy Karsayuda said the commission not only received input from non-governmental organizations (NGOs), but also from political observers and academics.

However, a formal forum to listen to suggestions from the public will only be opened after January 20, 2025. "In principle, we receive all input, not only from social society or NGOs, but also from political society and academic society. We listen to everything. However, we will officially hold the forum after January 20, 2025," Rifqi told Tempo, Thursday, January 2, 2025. Deputy Chairman of Commission II from the Democratic Faction, Dede Yusuf, said he had discussions with former organizers and election observers.

During a discussion on the revision of the  Election Law in Cibinong on November 24, 2024, he spoke with Director of Lingkar Madani Indonesia (LIMA) Ray Rangkuti, Coordinator of the Indonesian Voters Committee (TePI) Jerry Sumampouw, political observer from the Visi Nusantara Study Institute (VINUS) Yusfitriadi, and Researcher of the Indonesian Parliamentary Care Society Forum (Formappi) Lucius Karus.

Dede did not reveal whether changes to the regional head election system would be included in the Political Bill. He said Commission II was open to all opportunities, including from President Prabowo Subianto. Previously, Prabowo had proposed that DPRDs elect regional heads. In his speech during the Golkar Party's 60th anniversary celebration in Sentul, Bogor, Thursday night, December 12, 2024, Prabowo said the state could save trillions of rupiah if DPRDs carried out elections. The budget, he said, could be diverted to other more pressing interests.

Dede said, "We open all opportunities, including the President's wishes. But we also have to hear as much public input as possible." The announcement about the drafting of the Political Bill came from Rifqi at the end of last year. The commission in charge of elections, politics and domestic government submitted a number of bills to enter the National Legislation Program (Prolegnas), including the Political Bill. 

"We have sent a letter to the leadership of the DPR and the Legislation Body to compile a package of Political Laws known as the omnibus law Political Law," Rifqi said in a year-end press conference at the parliament building complex, Senayan, Central Jakarta, Monday, December 30, 2024. 

Rifqi said the omnibus law on the Political Bill would compile a number of regulatory clusters in the field of politics and elections into just one law. The bill will contain regulations on political parties, elections, regional elections, and disputes over election results. "What it contains in detail, we will negotiate internally," he said.
