Hotel Fairmont Security Reports Activists Who Disrupted TNI Bill Meeting

TEMPO.CO, Jakarta - Members of the security unit of Hotel Fairmont have reported three activists, members of Civil Society Coalition for Security Sector Reform, to the Jakarta Metro Police with accusations of disrupting public order and resisting state officials on duty. The police report was a consequence of the actions of the activists who interrupted the closed meeting to discuss the TNI Bill at Hotel Fairmont, Central Jakarta, on Saturday afternoon, March 15, 2025.

The Head of Public Relations of the Metro Jaya Regional Police, Commissioner General Ade Ary Syam Indradi, confirmed the report. "That's correct," Ade said via a brief message on Sunday, March 16, 2025.

However, Ade has not yet responded to Tempo's questions about when the reporting party and the reported individuals will be questioned. Based on information received by Tempo, the reporter is a hotel security personnel with the initials RYR.

The report with number LP/B/1876/III/2025/SPKT/Polda Metro Jaya was filed on Saturday, April 15, the same day when civilians stormed the closed meeting of the TNI Bill discussion.

In the report, the reporter stated that the actions of coalition members who interrupted by shouting in front of the meeting room door caused harm to the reporter, who was working as a security guard. The reporter stated that the reported individuals had violated Articles 172, 503, and 335 of the Criminal Code (KUHP). These three articles regulate criminal acts that disrupt peace, tranquility, and public order.

In addition, the reporter also cited Article 217 regarding criminal acts for those who cause a disturbance in a court hearing or in the presence of a state official performing their duties in public and refuse to leave after being ordered by or on behalf of the appropriate authority. The reported individuals were also accused of violating Article 212 concerning acts against officials on duty.

Previously, it was reported that representatives of civil society barged in and disrupted the discussion of the TNI Bill at the Hotel Fairmont. In that action, three activists were seen carrying posters and expressing opposition to the revision of the TNI Law.

The External Coordinator Vice of KontraS, Andrie Yunus, was one of the activists who disrupted the discussion of the TNI Bill. During the action, Andrie criticized the process of discussing the TNI Bill being done behind closed doors in a luxury hotel. "In addition to being contrary to the state's policy on efficiency, it is also related to the article and its substance, which is far from the spirit of eliminating the dual function of the military," said Andrie.

There was no escort when they entered the room. They only brought a piece of paper with a poster rejecting the TNI Bill.

The protest in the meeting room only lasted a short time until a number of hotel security personnel immediately intercepted them. Andrie, who was in the meeting room at that time, was pushed out and fell.

Several hours after the action, Andrie reported that the KontraS office on Jalan Kramat II, Kwitang, Central Jakarta, was visited by three foreigners in the early hours of Sunday, March 16, 2025.

At that time, Andrie was on the balcony of his office facing the fence. From the second floor, he then asked where the three individuals came from. The three foreign men pressed the doorbell for about five minutes. "We asked where they came from. One of them in black answered 'from the media' while continuously ringing the bell at our fence," said Andrie when contacted on Sunday, March 16, 2025.

At almost the same time, Andrie also received three phone calls from unknown numbers. The phone calls occurred between 00:00 and 00:15 WIB (Western Indonesian Time). "According to the security protocol we have established, we do not answer sudden calls from foreign numbers," said Andrie.

He believed that the arrival of the three foreigners was a form of terror towards KontraS. This is because, a few hours earlier, KontraS and the Civil Society Coalition for the Reform of the Security Sector stormed the closed meeting of the TNI Bill discussion at the Fairmont Hotel, Central Jakarta. "We suspect that this is a form of terror after we, together with the civil society coalition, criticized the legislative process of the TNI Law Revision," said Andrie.
