Indonesia Faces Rp1,292.7 Trillion in Unspent Budget in Final Months of 2025

TEMPO.CO, Jakarta - Indonesia's Deputy Finance Minister Suahasil Nazara revealed that the Indonesian government still needs to spend Rp1,292.7 trillion in the remaining three months of the 2025 fiscal year.

As of the end of September, central government spending had reached Rp1,589.9 trillion, equivalent to 59.7 percent of the Rp2,663.4 trillion projected budget.

“In the last three months, we need to accelerate spending by Rp1,292.7 trillion to reach the target,” Suahasil Nazara said during a press conference at the Ministry of Finance office in Jakarta on Tuesday. He stressed that faster spending is essential to maintain public purchasing power, support public welfare, and boost economic growth.

Central government spending is divided into ministry/agency spending, which has reached Rp800.9 trillion (62.8 percent of the target), and non-ministry/agency spending, which stands at Rp789 trillion (56.8 percent of the target).

Among ministries, three have yet to absorb even half of their allocated budgets: the National Nutrition Agency, the Ministry of Public Works, and the Ministry of Agriculture.

As of September 30, the National Nutrition Agency had spent only Rp19.7 trillion, or 16.9 percent of its Rp116.6 trillion budget.

The Ministry of Public Works absorbed Rp41.3 trillion, or 48.2 percent of its Rp85.7 trillion allocation, while the Ministry of Agriculture spent Rp9 trillion, equivalent to 32.8 percent of its Rp27.3 trillion budget.

To address these gaps, the Ministry of Finance is urging all ministries and agencies to optimize spending.

Strategies include accelerating project and activity implementation, including procurement of goods and services; monitoring planned fund usage and ensuring timely payments for project milestones; and identifying and mitigating constraints that slow spending.

“We need to spend within the allocated quotas, but we must also continue encouraging efficiency in every ministry and agency,” Suahasil Nazara emphasized.
