TEMPO.CO, Jakarta - Indonesian Ministry of Communication and Digital (Komdigi) has imposed an administrative fine of Rp78,125,000 on the social media platform X (formerly Twitter) for failing to remove pornographic content. Komdigi also noted it has issued three official reprimands to the platform, but has received no response from the platform owned by Elon Musk.
The Director-General of Digital Space Supervision at Komdigi, Alexander Sabar, stated that they issued a third warning letter to X for not meeting its obligation to pay the previously determined administrative fine.
"The accumulated fine is in accordance with the provisions of the laws and regulations," Alex said in a written statement on Tuesday, October 14, 2025.
Alex explained that the administrative fine is levied based on Government Regulation No. 43 of 2023 concerning the Types and Tariffs of Non-Tax State Revenue (PNBP), as well as the Minister of Communication and Information Technology's Decision No. 522 of 2024 regarding the Governance of the Content Moderation Compliance System.
He emphasized that Komdigi's decision to fine X up to Rp78.1 million is part of law enforcement for violations of content moderation obligations pertaining to pornography. The fine will be deposited directly into the state treasury, managed by the Ministry of Finance.
Alex also highlighted the platform's absence of a representative office or liaison officer in Indonesia. According to him, these are fundamental obligations for all Foreign Private Electronic System Providers (PSE), which include social media X.
He affirmed that the government will continue to monitor all foreign social media platforms operating in Indonesia to ensure compliance with national regulations.
"Digital space supervision and law enforcement apply comprehensively. Administrative obligations such as fine payments and the appointment of liaisons are not mere formalities but an integral part of the healthy and responsible governance of digital space," Alex concluded.
