Indonesia Seeks to Cease Pertamax, Avtur Imports by 2027

TEMPO.CO, Jakarta - Indonesia is seeking to stop Pertamax and and Avtur (aviation fuel) imports by 2027, said Minister of Energy and Mineral Resources Bahlil Lahadalia. This goal aligns with the government's energy resilience goal through increased production and domestic oil processing.

Bahlil stated on Thursday that by 2026, Indonesia is set to  stop diesel imports due to surplus national supply following the Refinery Development Master Plan (RDMP) project implementation by Pertamina in Balikpapan, East Kalimantan.

Speaking at a working meeting with House Commission XII, Bahlil said current national diesel consumption is around 38-39 million kiloliters per year. With the additional production from the Balikpapan refinery and the implementation of the B40 mandatory biodiesel, Indonesia now has a surplus of approximately 1.4 million kiloliters of diesel.

However, imports of diesel with CN 51 specifications will continue to a limited extent in the first half of 2026, and come to a complete halt by the second half.

In addition to diesel, the government is also developing plans to stop importing medium- and high-octane gasoline. Bahlil mentioned that by 2027, Indonesia is targeted to cease the import of RON 92, RON 95, and RON 98 gasoline.

In the future, Indonesia will process more crude oil in domestic refineries instead of importing the finished fuel products. 

Similar efforts are being made for Avtur. Bahlil said Pertamina is currently studying the use of surplus diesel as raw material for jet fuel production, which could cese avtur imports by 2027. "In the future, the only gasoline we will import will be RON 90 for subsidized needs," said Bahlil.
