TEMPO.CO, Jakarta - Minister of State Secretary Prasetyo Hadi said there is a possibility to transform the Ministry of State-Owned Enterprises (SOEs) into an agency, as part of the ongoing revision of the SOEs Law.
"It is possible for the government to demote the status of the SOEs Ministry, designating it as an agency," said Prasetyo at the Parliament Complex, Senayan, Jakarta, on Tuesday, September 23, 2025.
This Gerindra Party politician explained that the SOEs Ministry currently acts as a regulator, as the newly formed sovereign wealth fund Danantara became more involved in the operational functions of SOEs.
But the government is still weighing various implications of changing the status of the SOEs Ministry, Prasetyo went on. One such concern is the status of civil servants currently working within the ministry.
However, Prasetyo emphasized that the transformation awaits the results of the SOEs Bill deliberation by House Commission VI.
The SOEs Bill is included in the list of Priority National Legislation Programs or Prolegnas for 2025. Lawmakers have also received Presidential Letter Number R62 dated September 19 regarding the Draft Law for the Fourth Amendment to Law Number 19 of 2023 concerning SOEs.
Prasetyo added that the government is pushing to conclude the revision as soon as possible. "We hope to conclude it sooner, within this week, if possible. If we can finish it before the recess period, then we certainly will," he said.
Earlier, the chair of the House Legislation Body, Bob Hasan, revealed the possibility of changes in the format of the Ministry of SOEs. "This format may be because Danantara has taken over, right, with this (Chief Executive Officer) Rosan (Perkasa Roeslani), the Ministry of SOEs may no longer exist," said Bob after the decision-making meeting on the evaluation of the 2025 Prolegnas and the preparation of the 2026 Prolegnas at the Parliament Complex, Senayan, Jakarta, on Thursday, September 18, 2025.
He did not rule out the possibility of merging the SOEs Ministry with Danantara. He mentioned the possibility of a shift in authority.
