KPK Issues 10 Recommendations on Free Meals Program

TEMPO.CO, Jakarta - The leadership of the National Nutrition Agency (BGN) held an audience with the Corruption Eradication Commission (KPK). KPK's Deputy for Prevention, Aminuddin, explained that they have provided 10 study recommendations to BGN.

"There are 10 study recommendations that will be provided, and today, BGN has presented an action plan for monitoring, mentoring, and conducting supervision over its food," said Aminuddin at the KPK Building in South Jakarta on Tuesday, July 7, 2026.

During the same occasion, BGN's Deputy Head, Agustina Arumsari, mentioned that they only learned about the 10 findings from KPK on 2 June 2026. She admitted that they were unaware of the study and indicated there had been no response from the previous BGN leadership.

"On June 2, 2026, we saw the findings, which had not received any response. We studied all of them one by one, as there should be findings from the Indonesian Audit Board (BPK) and the Financial and Development Supervisory Board (BPKP), which should study the action plan," said Agustina.

Responding to the 10 findings, Agustina stated that they had formed a team to follow up on them. Additionally, some of the things that the BGN leadership had done included data improvement, which was one of the 10 recommendations.

"We are making efforts to improve the budget improvement method and prevent leaks that occur in the discussed BGN program and the Free Nutritious Meal (MBG) program," Agustina explained.

During the audience, Agustina was accompanied by the BGN Head, Nanik Sudaryati Deyang, and their other deputy, Major General TNI Trenggono. The delegation arrived at 10:35 AM and the audience concluded at 1:15 PM. However, Nanik did not attend the press briefing.

Previously, the KPK stated that the regulations for implementing the MBG program did not meet applicable standards, particularly regarding program management from planning to cross-ministerial, institutional, and regional government supervision.

"The scale and budget of the program have not been balanced with adequate regulatory frameworks, management, and supervision mechanisms," as quoted from the 2025 KPK Annual Report on Friday, April 17, 2026.

The KPK claims that the MBG's weak implementation of regulations has led to various risks in several sectors, including accountability issues, conflicts of interest, inefficiency, and evidence of corrupt practices in program implementation.

Additionally, implementing the MBG program through government aid mechanisms has posed several risks, including an extended bureaucratic chain, potential rent-seeking, and reduced budget allocation due to operational cost cuts and rentals.

The anti-corruption commission also pointed out that BGN took a centralized approach as the sole actor. This approach could sideline the role of regional governments and weaken the mechanisms used to determine partners, kitchen locations, and supervision.

"The high potential for conflicts of interest in determining the SPPG or kitchen partners due to centralized authority and unclear standard operational procedures," the report stated.

The KPK also noted weak transparency and accountability in the verification and validation processes for partner foundations and kitchen locations, as well as in financial reporting and accountability. The agency determined that several kitchens did not meet the technical standards for nutrition fulfillment service units. This resulted in food poisoning cases in various regions.

Additionally, the KPK criticized the inadequate supervision of food safety. The MBG program was considered to have minimal involvement from the Health Office and the Food and Drug Monitoring Agency (BPOM) as mandated.

KPK believes that the MBG program lacks success indicators in the short and long term. Furthermore, the program has not assessed the nutritional status or academic achievement of its beneficiaries.
