TEMPO.CO, Jakarta - Coretax is the latest information technology system developed by the Directorate General of Taxation (DJP) under the Indonesian Ministry of Finance. This technology is implemented as an effort to modernize the tax administration services in Indonesia.
Since Coretax was implemented in early 2025, complaints have arisen from individual taxpayers and businesses. However, Dwi Astuti, the Director of Information and Public Relations at the DJP, stated that the complaints received were not related to server damage or equipment, but more due to the high volume of users accessing the system simultaneously.
From the beginning, Dwi stated that the implementation of Coretax did not encounter any server or equipment damage or obstacles.
"We would like to convey that the constraints experienced by taxpayers in using Coretax are not related to the server," Dwi told Tempo on Sunday, January 12, 2025.
Getting to Know Coretax
Coretax is designed to integrate all tax administration processes that were previously separate. With this system, all taxpayer tax data can be accessed in real-time through one platform, providing ease in monitoring tax status and law enforcement supervision.
Finance Minister Sri Mulyani Indrawati explained that this system, which has been designed since 2018, is built by adopting a Commercial Off-The-Shelf (COTS) system that has been used in many countries.
The development of Coretax is regulated in Presidential Regulation (Perpres) Number 40 of 2018, which was issued to support efforts to improve IT base capabilities and data reliability in tax administration.
In its development process, Coretax utilizes modern information technology that supports automation and digitalization of services. As reported on the official website of pajak.go.id, the development of Coretax is part of the effort to renew the tax system that has been ongoing since the first tax reform in 1983.
Since then, Indonesia has undergone several stages of renewal, starting from changing the tax collection system based on official assessment to the self-assessment system, as well as integrating digital services such as e-filing, e-invoices, and e-billing.
In 2020, the system procurement process entered the tender stage. On December 2, 2020, PT Pricewaterhouse Coopers Consulting Indonesia (PwC) announced that LG CNS-Qualysoft Consortium, a consortium from South Korea and a subsidiary of the LG Group, was declared the winner of the tender with a contract value of more than Rp 1.2 trillion. The determination of the tender winner is stated in the Minister of Finance Decision Number 549 / KMK.03 / 2020.
On October 14, 2024, Sri Mulyani issued Minister of Finance Regulation (PMK) Number 81 of 2024 concerning Tax Provisions in the Implementation of the Core Tax Administration System. This regulation contains 11 chapters and 484 articles that regulate taxpayer registration, approval of taxable entrepreneurs, reporting, tax payments, and tax administration services. This policy was officially enacted on October 18, 2024, and serves as the legal basis for the implementation of Coretax.
A trial process has been carried out gradually. The Operational Acceptance Test (OAT) was completed on November 29, 2024, at two regional tax offices. The next stage, a trial run in all regional tax offices (initial deployment), began on December 16, 2024.
The official launch of Coretax was carried out by President Prabowo Subianto on December 31, 2024, concurrently with the budget closing meeting for the 2024 State Revenue and Expenditure Budget (APBN). In his speech, the President stated that the system would be fully operational as of January 1, 2025.
Access and How to Use Coretax
During the pre-implementation period, taxpayers who already have a DJP Online account can access Coretax through the official website at coretaxdjp.pajak.go.id. The login process requires the use of the Population Identification Number (NIK) or the Taxpayer Identification Number (NPWP) as the User ID, along with the DJP Online password and captcha code.
For taxpayers who do not have an account, registration can be done through the ereg.pajak.go.id page. Although the available features are still limited during the pre-implementation period, further information regarding the use of Coretax can be accessed through the official announcement of the DJP number PENG-38 / PJ.09 / 2024.
