TEMPO.CO, Jakarta - President Prabowo Subianto has agreed to the plan of lifting the moratorium on sending Indonesian migrant workers to Saudi Arabia. The approval came after the Minister of Indonesian Migrant Worker Protection (P2MI) Abdul Kadir Karding met with Prabowo at the Merdeka Palace, Central Jakarta, on Friday, March 14, 2025.
Abdul hopes that the Memorandum of Understanding (MoU) to lift the moratorium between the Indonesian government and Saudi Arabia will be completed no later than this month. "So, they (migrant workers) can depart in June," he said.
He admitted to having communicated with the Ministry of Human Resources and Social Development in Saudi Arabia. Abdul said the Middle Eastern government is willing to guarantee pay of 1,500 riyals or Rp6.5 million per month for the workers. "Indonesian migrant workers will also be provided with health insurance, life insurance, and employment insurance," Abdul said.
Abdul stated that Saudi Arabia has also pledged to provide approximately 600,000 job openings for the workers, with 400,000 reserved for the informal sector.
According to Abdul, lifting the suspension of worker placement in Saudi Arabia is part of the government's effort to protect workers. Previously, there were as many as 25,000 workers sent to Saudi Arabia through improper procedures every year. But with the permission, workers will be documented automatically in the government's data.
His ministry is currently preparing a training and placement scheme for migrant workers in Saudi Arabia. However, the placement will still be managed by the Indonesian Migrant Worker Placement Company (P3MI). P3MI will work with private agencies supervised by Saudi Arabian state-owned enterprises (SOEs), such as Musanet.
"So, in the future, if the employer wants to hire a worker, they have to register with Musanet. They must make a deposit for the and what's interesting is that after the end of a two-year contract, Indonesian workers will be given an umrah bonus," he said.
The moratorium on migrant workers in Saudi Arabia has been in place since 2015, due to the prevalence of violence and the lack of welfare guarantees for Indonesian migrant workers in Saudi Arabia.
