TEMPO.CO, Jakarta - The Attorney General's Office (AGO) has named seven suspects in the alleged corruption case of crude oil and refinery product management at PT Pertamina, Sub Holding, and Cooperation Contract Contractors (KKKS) for the 2018-2023 period on Monday, February 24, 2025.
Of the seven suspects, four are Pertamina Sub Holding Directors. While the other three suspects are from private brokers. This corruption is estimated to have caused the state a loss of Rp193.7 trillion.
Director of Investigation of the Deputy Attorney General for Special Crimes at the Attorney General's Office Abdul Qohar said that based on the prosecutor's investigation, three Directors of PT Pertamina Sub Holding deliberately conditioned it through downstream optimization meetings to reduce refinery production so that domestic petroleum production was not fully absorbed. "Finally, the fulfillment of crude oil and refinery products is obtained from imports," said Qohar at the AGO Building, Monday, February 24, 2025.
The organizers included Patra Niaga President Director Riva Siahaan, Director of Feedstock & Product Optimization of PT Kilang Pertamina Internasional (KPI) Sani Dinar Saifuddin, and Vice President (VP) of Feedstock Management of PT Kilang Pertamina Internasional (KPI) Agus Purwono. When refinery production was deliberately reduced, this Sub Holding of PT Pertamina was deliberately rejected.
The reason they rejected it was because the KKKS crude oil production did not meet economic value. In fact, the price offered was still in the HPS range. According to Qohar, Pertamina also argued that the specifications of the crude oil offered by the KKKS did not match the refinery, even though they were appropriate and could be processed.
It was not only the Sub Holding of PT Pertamina that played a role, but also the KKKS. Pertamina's rejection of the KKKS offer was the basis for the broker's export approval. Because in the Regulation of the Minister of Energy and Mineral Resources (ESDM) Number 42 of 2018 it is stated that KKKS must first offer their crude oil production to PT Pertamina. When Pertamina refuses, they can only export. The regulation stipulates that PT Pertamina must prioritize domestic petroleum supplies before deciding to import.
PT Kilang Pertamina Internasional (KPI) imports crude oil, while PT Pertamina Patra Niaga imports refinery products. "Compared to the price of domestic petroleum production, there is a high comparison of price components," said Qohar. The prosecutor's investigators found a conspiracy of evil from the imports carried out by both.
The conspiracy involved Sani, Riva, Agus and the suspect Director of PT Pertamina Internasional Shipping Yoki Firnandi. They are from the state organizers. The four suspects worked together with brokers, namely, Beneficial Owner of PT Navigator Khatulistiwa Muhammad Keery Andrianto Riza, Commissioner of PT Navigator Khatulistiwa and Commissioner of PT Jenggala Maritim Dimas Werhaspati, and Commissioner of PT Jenggala Maritim and PT Orbit Terminal Merak Gading Ramadan Joede.
In the procurement of imports, Riva procured refinery products by purchasing Ron 92 (pertamax). In fact, what was purchased was Ron 90 (pertalite), the quality of which is lower. Then blending was carried out at the depot to become Ron 92. Qohar emphasized that this was clearly not allowed.
Meanwhile, suspect Yoki in procuring crude oil imports and refinery products from PT Pertamina International Shipping deliberately marked up by 13% -15%. This benefited the broker, namely Kerry. "Well, the impact of imports that dominate the fulfillment of crude oil needs, the price has skyrocketed," said Qohar.
