
TEMPO.CO, Jakarta - Chairwoman of the Indonesian People's Consultative Assembly (MPR) Puan Maharani questioned the basis of the proposal to extend the retirement age for civil servants. She wants to know whether a study has been conducted before the proposal was submitted by the State Civil Apparatus Corps (Korpri).
"Regarding the extension of the retirement age for civil servants, it should be further studied," said Puan at the Parliament Complex in Jakarta on Sunday, May 25, 2025. She believes that a proposal should be accompanied by a thorough and detailed study.
For example, in the proposal to extend the retirement age for civil servants, according to Puan, it should take into account the aspects of productivity and employee performance. "Whether the productivity of the workforce will improve if the retirement age is extended," Puan added.
The Chairwoman of the Central Board of the Indonesian Democratic Party of Struggle (PDIP) believes that the proposal should emphasize the performance of civil servants. "The important thing is how the civil servants can be more effective in serving the public," said Puan.
She also emphasized that the study of the proposal should take into account the capability of state revenue and expenditure. "It should not burden the state budget later on."
Chairman of the National Corps Civil Apparatus Zudan Arif Fakrulloh previously stated that the proposal to raise the retirement age aims to encourage the expertise and careers of civil servants. According to Zudan, the current formation scheme of civil servants is a hindrance to careers in functional positions.
The pyramid-shaped formation model, where the higher the position, the fewer the seats, is considered to demotivate many functional civil servants because of the limited career opportunities at the top level. In addition, with the improvement in life expectancy, Zudan believes it is reasonable to give civil servants the opportunity to work longer.
Maturity age is considered an asset for longer contributions to the bureaucracy. "I see that the age is increasing and life expectancy is improving, so it is reasonable to extend the Civil Servant Retirement Age, both in structural and functional positions," said Zudan as quoted from a written statement on Thursday, May 22, 2025.
Korpri recommends that the retirement age for high officials or main leading positions (JPT) be raised to 65 years and for Madya officials or Grade I reach 63 years. Then, Pratama officials or Grade II become 62 years old, Grade III and IV become 60 years old, and the Main Functional Position reaches 70 years old.
