Minister of Home Affairs Tito Karnavian urged local governments to immediately conduct detailed data collection on disaster-affected residents. He said that the data collection is necessary to expedite the distribution of aid and compensation from the central government.
"For (lightly and moderately) damaged houses, I urge the Mayor, Regent, Governor to immediately gather the residents and their addresses, by name by address, so that they can promptly be compensated by the central government," said Tito during a visit to the city of Sibolga, North Sumatra, as quoted from a press release on Sunday, December 21, 2025.
Tito stated that the construction of permanent residences for residents whose houses were severely damaged or lost is the responsibility of the state. He said that the central government will rebuild the residents' houses through a mutual cooperation scheme across ministries.
At the initial stage, the government will construct 200 permanent housing units in Sibolga gradually and continuously. "The severely damaged and lost houses are the responsibility of the state to rebuild," he said, in the presence of the Minister of Public Works and Public Housing (PUPR) Maruarar Sirait.
Flash floods and landslides struck three provinces in Sumatra. These provinces are Aceh, North Sumatra, and West Sumatra. The construction of permanent residences in Sibolga is part of the post-disaster recovery program coordinated by the Ministry of PUPR. The government targets the initial construction of 2,600 permanent housing units in Aceh, North Sumatra, and West Sumatra.
