TEMPO.CO, Jakarta - In 2025, the global economic outlook remains uncertain, facing challenges such as stubborn inflation spike, trade tensions, weak investment, geopolitical conflicts, and low economic growth. Despite the sluggish trend, these least corrupt countries are committed to preserving ethical administrations and focusing on public trust in government.
10 Least Corrupt Countries in the World
According to the data published by Transparency International and Global Citizen Solutions, Denmark, Finland, and Singapore are among the least corrupt countries, securing a staggering point on the Corruption Perception Index (CPI). Other titleholders also include:
1. Denmark
A country with a high standard of living, Denmark has been a frontline in several welfare factors such as politics, judicial system, education, culture, and healthcare. The Scandinavian nation’s aggressive corruption policy doesn’t make an exemption to leaders of organizations or institutions. Even the ministers of Denmark aren’t immune to receiving appropriate punishments.
2. Finland
Finland is no stranger to the list of least corrupt countries, maintaining its reputation as one of the world’s happiest and safest nations. This stunning Nordic country, home to 56,000 lakes, numerous rivers, and vast marshlands, keeps corruption at a minimum. According to the latest Transparency International data, Finland achieved a CPI score of 88, exemplifying its government's excellence.
3. Singapore
The only Southeast Asian nation to achieve an outstanding CPI score, Singapore has demonstrated remarkable progress with 84 points, surpassing New Zealand. This ranking reflects the city-state’s relentless efforts to build public institutions free from oppressive authoritarian regimes.
4. New Zealand
Committed to providing a safe and resourceful environment for all citizens, New Zealand has consistently ranked among the least corrupt countries over the past decade. Beyond its breathtaking landscapes, this mountainous nation enforces strict anti-money laundering and anti-bribery laws.
5. Luxembourg
With a CPI score of 81, Luxembourg has climbed three spots from previous years. Not only is the country thriving politically, but it also ranks highly in education. Reports indicate that Luxembourg’s free public school system has led 63.12% of the population to complete tertiary education.
6. Norway
Similar to Denmark, Norway ensures that its anti-corruption laws are enforced without bias. Its commitment to maintaining a clean public sector is evident in its strong transparency, high integrity, and active civil society participation. Notably, Norway’s public administration adheres to exceptional ethical standards.
7. Switzerland
As one of the countries with the best justice system, Switzerland is awarded a score of 81 on the CPI. The Neutral Nation also accomplished accolades of a perfect 100.00 points for anti-corruption and a notable 81.5 points for its transparent government practices based on the US News ranking system.
8. Sweden
With a parliamentary democracy in which elected representatives govern alongside a ceremonial monarch, Sweden maintains its status as one of the least corrupt countries. Despite a slight decline in ranking from the previous year, Sweden secured a CPI score of 80.
9. The Netherlands
The presence of two capital cities has not hindered the Netherlands from maintaining a clean and reliable government. With a CPI score of 78, the country is governed by a parliamentary system and legislature cabinets. Both capitals, Amsterdam and The Hague, continuously promote a culture of transparency.
10. Australia
Rounding out the list of least corrupt countries is Australia, which remains one CPI point behind at 77. Australia’s robust devotion to combating corruption is attested by its participation in a handful of international instruments such as the United Nations Convention against Corruption (UNCAC) and the Organization for Economic Cooperation and Development (OECD) Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (the Anti-Bribery Convention).
Despite the challenges facing the global economy in 2025, these least corrupt countries continue to set a high standard for transparency, ethical governance, and public trust. For similar coverage, check out the most corrupt countries in the world here.
