
TEMPO.CO, Jakarta - The Governor of West Java, Dedi Mulyadi, denied the issue of mandatory vasectomy as a requirement to receive social assistance in his province.
"There is no vasectomy policy. None. There is no such policy," said Dedi at the Ministry of Human Rights office in Jakarta, Thursday, May 8, 2025, as quoted by Antara.
Dedi stated that the planned parenthood or family planning (KB) program is indeed part of population control efforts, but it is not a mandatory requirement for the distribution of social assistance. He emphasized that the KB program is a mere recommendation, especially for families with multiple children.
"You can see on my social media, the family planning program appeals to those with many children, and, if possible, it should be done by men. And it's not just vasectomy, there are other contraceptive methods," he said.
Previously, Dedi had proposed that participation in family planning be a requirement for people to receive assistance, including scholarships and various provincial aids. This proposal was made as part of the effort to create equitable distribution of aid and to reduce birth rate, which is said to affect the poverty rate.
Dedi mentioned that the proposal is intended to ensure that social assistance is distributed more evenly. The governor said that aid recipient data must be integrated with population data, which includes information on family planning program participation.
"So, when we distribute aid, we will check first whether they practice family planning. If yes, they can receive the aid. But those who havent, must practice family planning first, especially the men. This is a serious matter," he said.
Dedi's proposal on mandatory vasectomy has drawn criticism from various parties, including the Indonesian Ulema Council (MUI). The West Java MUI stated that vasectomy is considered forbidden in Islam due to its permanent nature.
