What Do OpenAI and Google Want from Trump to Compete with DeepSeek?

TEMPO.CO, Jakarta - OpenAI and Google have urged the U.S. government to grant them broader permissions to train AI models and utilize copyrighted materials.

Both companies submitted a proposal emphasizing the necessity of access to copyrighted data to advance AI development in the U.S., framing it as a matter of national security.  

Their request comes in response to the White House's call for input on President Donald Trump’s 'AI Action Plan,' which aims to strengthen the U.S.'s leadership in AI while avoiding policies that could stifle innovation.  

OpenAI warns that without expanded data access, the U.S. risks losing its AI dominance to China. The ChatGPT developer argues that AI researchers in China have unrestricted access to data, including copyrighted content, giving them an advantage in model development.  

Meanwhile, DeepSeek, a Chinese AI model, has been gaining attention in the U.S. and Europe. It is seen as a strong competitor to ChatGPT, offering comparable capabilities at a lower cost and free accessibility.

“There’s little doubt that the PRC’s [People’s Republic of China] AI developers will enjoy unfettered access to data—including copyrighted data—that will improve their models,”

“If the PRC’s developers have unfettered access to data and American companies are left without fair use access, the race for AI is effectively over." writes OpenAI in its proposal, as quoted from The Verge, Monday, March 17, 2025.

Unsurprisingly, Google shares the same stance. In its response, the company notes that copyright, privacy, and patent policies “can hinder proper access to data essential for training advanced models.”

It also emphasizes that fair use policies and exceptions for text and data mining have been “crucial” in enabling AI training on publicly available data.

According to Google, these policies can actually avoid negotiations with data owners that are often unpredictable, unbalanced, and time-consuming during model development or scientific experiments.

In addition to OpenAI and Google, another AI company, Anthropic, has also submitted a proposal to the US government. However, Anthropic does not mention other people's content in its recommendations.

Instead, the company asks the government to develop a system to assess the national security risks of AI models and tighten export controls on AI chips. Anthropic also suggests that the US strengthen its energy infrastructure to support AI growth.

Meanwhile, various AI companies, including OpenAI, have faced legal action for using copyrighted content to train their models.

OpenAI is currently being sued by several major media outlets, including The New York Times, as well as some well-known figures such as Sarah Silverman and George R.R. Martin.

In addition, Apple, Anthropic, and Nvidia are also accused of using YouTube subtitles to train their AI, which YouTube says violates its terms.
