TEMPO.CO, Jakarta - Speaking before senior officials at the Ministry of Health, Diah Satyani Saminarsih presented a list of recommendations for the free nutritious meal program. The Chief Executive Officer of the Center for Indonesia’s Strategic Development Initiatives had been invited to provide input on the draft Presidential Regulation on the Governance of the Free Nutritious Meal Program Implementation.
Diah said there were several flaws in the implementation of President Prabowo Subianto’s flagship initiative, including irregularities and poor nutritional quality. She urged that the regulation cover procurement mechanisms, food safety, and cross-agency coordination. “Government agencies keep shifting responsibility because there are no clear rules,” she said, recounting the points raised in an online meeting held on Friday, October 17, 2025.
Launched in January 2025, the free nutritious meal program has been running without an adequate regulatory framework. The idea of speeding up the drafting of new regulations emerged after a series of mass poisoning cases across the country. Coordinating Minister for Food Affairs Zulkifli Hasan was the first to reveal plans for a special regulation on the program. “What will it contain? Be patient,” said the General Chair of the National Mandate Party (PAN).
On Friday night, October 10, 2025, National Nutrition Agency (BGN) Chief Dadan Hindayana confirmed that the draft regulation on the free nutritious meal program had been sent to the State Secretariat Ministry. “We’re waiting for finalization,” Dadan said at the Alana Hotel in Sentul, Bogor, West Java.
