TEMPO.CO, Jakarta - The Ministry of Communication and Digital (Komdigi) is still speeding up the drafting of artificial intelligence (AI) regulations in Indonesia. Deputy Minister of Komdigi Nezar Patria said that his institution is reviewing the draft regulation, as well as discussing it with stakeholders from various institutions.
"It's still in process (the regulation), there are many new developments. We are reviewing and discussing it again with the team and stakeholders," said Nezar when contacted by Tempo on Tuesday night, April 22, 2025.
According to Nezar, the government is targeting the regulation to be completed in the third quarter of this year. He added that global dynamics, such as the emergence of agentic AI and increasingly autonomous artificial intelligence, were also taken into consideration in the process of drafting this regulation.
The regulator will also review the condition and readiness of the AI ecosystem in the country. "Regarding how AI is adopted in sectors such as education, health, financial services, transportation and others," said Nezar.
He was still tight-lipped about law enforcement in the regulation, because the discussion was still ongoing. What is certain is that this AI regulation will likely be in the form of a ministerial regulation (permen) or government regulation.
Komdigi previously issued a circular letter (SE) regarding the use of AI. Komdigi Minister Meutya Hafid claimed that Indonesia was the first country in ASEAN to issue the SE.
Telecommunications observer and Executive Director of the Information and Communication Technology (ICT) Institute Heru Sutadi encouraged the regulation of AI through Law (UU). "In many countries, it is regulated by Law," said Heru on Saturday, April 19.
Heru said that Komdigi's circular letter (SE) was not legally strong enough to be a reference for regulating AI technology in Indonesia. "The SE is not recognized in our laws and regulations so its status is weak. Like a circular letter on community cooperation from Pak RT," he said.
