TEMPO.CO, Jakarta - Before a room of corporate leaders and investors from around the world, Pandu Patria Sjahrir was in his element. The Chief Investment Officer of the Daya Anagata Nusantara Investment Management Agency (Danantara), touted an ambitious plan to build waste-to-energy (WTE) facilities that convert garbage into electricity. The megaproject, he declared, could become the largest energy conversion initiative of its kind in the world.

"More than 100 companies, both foreign and domestic, have registered to participate," he said at the Global CEO Conference held at The St. Regis Jakarta on Wednesday, October 15, 2025.

According to Pandu, building a single WTE facility would require between US$150 million and US$200 millionroughly Rp2.5-3.3 trillion. Ten projects are expected to break ground in five cities by the end of the year, out of a total of 33 planned nationwide. One major source of funding is the Patriot Bond, a debt instrument with a modest 2 percent annual yield, aimed at mobilizing domestic capital from Indonesia's conglomerates through private placements.

A circulating document listed several tycoons, such as Anthoni Salim (Salim Group & DCI Indonesia), Prajogo Pangestu (Barito Pacific Group), Budi Hartono (Djarum Group), Sugianto Kusuma alias Aguan (Agung Sedayu Group), and Franky Widjaja (Sinar Mas Group), as buyers of the Patriot Bond, each reportedly contributing Rp3 trillion (US$181.8 million).
