Deputy Foreign Minister Reveals Escalating Maritime Conflicts in the World

TEMPO.CO, Jakarta - Deputy Foreign Minister (Wamenlu) Arif Havas Oegroseno revealed the increasing tension and potential maritime conflicts in the world. He assessed that this condition provides an opportunity to perfect international maritime law, although it will not be easy as it will involve the laws of war.

"We need to reconsider the regulations at sea," Arif said during a seminar titled "Unifying the Archipelago, Inspiring the World" which discussed the late Hasjim Djalal at the Ministry of Foreign Affairs (Kemlu) office in Central Jakarta on Tuesday, February 25, 2025.

Arif considered the possibility of tension in the sea that could potentially erupt into conflict is now much higher compared to the situation in the last few decades.

"The potential conditions leading to conflicts at sea nowadays are much higher than 10 or 20 years ago," he said.

Not only in the South China Sea, Arif mentioned that tensions have also increased in the Eastern Mediterranean, the Baltic Sea, and the North Sea. He also highlighted the mobilization of warships in the Indian Ocean.

Furthermore, Arif explained that the Ministry of Foreign Affairs will conduct an internal study before deciding on the next steps to ease the tension. On the other hand, Arif stated that maritime law issues have never been deeply discussed before.

"The preliminary discussions have been conducted although they are still internal. The next step, we will invite experts from universities to discuss this matter," he said.

At the same occasion, former Indonesian Deputy Foreign Minister Dino Patti Djalal emphasized the urgency of Indonesia's role in the international maritime law diplomacy struggle.

"Indonesia must continue to be a pioneer, driving force, and leader in international law diplomacy," said Dino virtually.

Indonesia is one of the driving forces behind the United Nations Convention on the Law of the Sea or UNCLOS 1982, championed by Hasjim Djalal who served as Indonesia's ambassador to the UN at that time.
