TEMPO.CO, Jakarta - The plane bound for the Hague carrying Rodrigo Duterte made a stopover in Dubai. According to the Flightradar 24 tracking service, on Wednesday, March 12, 2025, the flight seemed to have been delayed for several hours before taking off to Rotterdam.
Citing ABS-CBN news broadcaster, Duterte’s Gulfstream G550 took off from Dubai’s Al Maktoum International Airport before midday local time.
Rodrigo Duterte, the former Davao mayor and president of the Philippines, was arrested on the ICC's warrant on Tuesday morning, March 11, 2025. He was investigated by the International Criminal Court for his killings against thousands of people for his flagship war on drugs.
According to Reuters, Sara Duterte, the former president’s daughter, boarded a morning flight to Amsterdam, but her office did not mention what her intention was or for how long she would be in the Netherlands.
During the layover in Dubai, Rodrigo Duterte received medical attention, according to the ABS-CBN news broadcaster, with photos shared claimed to be of police doctors examining Duterte as he lay down on the plane’s bed.
The ICC press office declined to comment. One of Duterte's lawyers did not immediately respond to a request for comment. Officials in Dubai also did not immediately respond to a request for comment.
Duterte, 79, could become the first former head of state in Asia to be tried in the ICC.
Philippine President Ferdinand Marcos Jr said at a press conference on Tuesday that the plane carrying Duterte was on its way to The Hague. He said it would allow the former president to face charges of crimes against humanity related to his bloody war on drugs.
The war on drugs was a flagship campaign that brought Rodrigo Duterte to power in 2016. During his six-year term, according to police estimates, 6,200 suspects were killed in anti-drug operations.
However, activists say the actual number of victims could be much higher. Thousands of drug users in slum areas were shot dead under mysterious circumstances. Some of them appeared on the watchlist after registering for treatment.
Duterte unilaterally withdrew the Philippines from the ICC’s Rome Statute in 2019 when the country began investigating his extrajudicial killings. But the court said it has jurisdiction over the case as the alleged crimes were conducted when Philippines was its member.
“Former President Duterte’s arrest and transfer to The Hague is a long-overdue victory against impunity that could bring victims and their families a step closer to justice,” said Bryony Lau, deputy Asia director at Human Rights Watch.
“This momentous event sends a message to human rights abusers everywhere that one day they could be held to account.”
