TEMPO.CO, Jakarta - The East Java Provincial Government has set the 2026 Minimum Wage (UMP) at Rp2,446,880. This figure was finalized through Governor's Decree Number 100.3.3.1/934/013/2025 on Tuesday evening, December 23, 2025.
The new rate represents an increase from the previous year's wage of Rp2,305,985. In total, the 2026 East Java UMP rose by Rp140,895.
Additionally, the government set the 2026 East Java Sectoral Minimum Wage at Rp2,571,426. This rate applies to seven specific industries. These include radioactive material storage, unscheduled overseas air cargo, inorganic chemical pigments, machine-made clove cigarettes, white cigarettes, animal cosmetics wholesale, and radioactive substance trading.
In response to this decision, workers affiliated with the Confederation of Indonesian Trade Unions (KSPI) expressed strong disappointment with the Rp2.4 million figure. They argue the amount is far below the 2025 Decent Living Needs (KHL) in East Java, which they calculate at Rp3,575,938.
"Therefore, the determination of the 2026 East Java UMP does not align with the spirit of the Constitutional Court Decision No.168/PUU-XXI/2023, which expects the minimum wage to sufficiently meet the decent living needs of laborers," said Nuruddin Hidayat, Deputy Secretary of KSPI East Java, to Tempo on Wednesday, December 24, 2025.
Following the announcement, thousands of workers from across East Java held a demonstration in Surabaya today. They are demanding a revision of the 2026 UMP and are monitoring the upcoming determination of the City and Regency Minimum Wage (UMK).
"The Wage Council of Worker/Employee Union recommends the value of the 2026 East Java UMP to be Rp3,218,344.20," Nuruddin stated.
According to Nuruddin, workers also want the government to use an "alpha" value of 0.9 when calculating the 2026 UMK. This recommendation comes from the East Java Wage Council representatives who represent the interests of employees. They believe this higher multiplier is necessary to ensure wages keep pace with inflation and economic growth.
