TEMPO.CO, Jakarta - Indonesian Minister of Finance Purbaya Yudhi Sadewa stated that the 2025 State Budget (APBN) has incurred a deficit amounting to Rp 321.6 trillion as of the end of August 2025. This realization equates to 1.35 percent of the gross domestic product (GDP). The government aims for the 2025 APBN deficit to reach Rp662 trillion, or 2.78 percent of the GDP.
Meanwhile, state revenue amounted to Rp1,638.7 trillion by the end of August 2025. "This is 57.2 percent against its Outlook," said Purbaya in the "APBN Kita" press conference at the Ministry of Finance's Office in Jakarta on Monday, September 22, 2025. The 2025 State Revenue Outlook is Rp2,865.5 trillion.
This revenue consists of Rp1,135.4 trillion in tax revenue, as well as Rp194.9 trillion in customs and excise revenue. Meanwhile, non-tax state revenue (PNBP) until the end of August 2025 reached Rp306.8 trillion.
Furthermore, state expenditure as of August 31, 2025, reached Rp1,960.3 trillion. This figure is equivalent to 55.6 percent of the 2025 Outlook of Rp3,527.5 trillion. This expenditure realization consists of Rp1,388.8 trillion in central government spending and Rp571.5 trillion in transfers to regions (TKD).
Meanwhile, the primary balance reached Rp22.0 trillion by the end of August. Yet, in the 2025 State Budget, the primary balance was designated to be minus Rp109.9 trillion by the end of the year.
"This indicates that there is still government spending that needs to be accelerated so that the primary balance can align with the 2025 budget design," said Purbaya.
