TEMPO.CO, Jakarta - The Gelora Bung Karno Complex Management Center (PPK-GBK) has temporarily implemented a value-added tax (VAT) rate increase to 12 percent for all facilities they rent. All facilities in the GBK Complex are subject to the new VAT rate signed by Finance Minister Sri Mulyani Indrawati on December 31, 2024. The facilities include baseball fields, soccer fields, indoor tennis courts, and Istora Senayan.
GBK Management applies a 12 percent VAT rate through their e-booking page. Users who want to make reservations for facilities in the GBK Complex will be subject to the new rate when paying. Head of the Marketing and Sales Division of PPK-GBK Sri Lestari Puji Astuti confirmed the implementation of the rate. "In our e-booking, the VAT rate is already 12 percent," said Sri Lestari via telephone on Thursday, January 2, 2025.
Sri Lestari said that the management implemented the new rate as a form of compliance with the Minister of Finance Regulation (PMK) Number 131 of 2024. The PMK regulates the increase in VAT from 11 percent to 12 percent as of January 1, 2025.
Even so, Sri Lestari said that the implementation of the 12 percent VAT rate for facilities in the GBK Complex was temporary. Because, she said, the rate should only apply to luxury goods. Sri Lestari said that the decision whether the facilities in the GBK Complex are luxury goods is still waiting for derivative regulations from the Ministry of Finance.
In the meantime, PPK-GBK will apply the new 12 percent VAT rate for tenants until there is certainty. If later their facilities are not classified as luxury goods, PPK-GBK will refund the excess payment to customers who have rented their facilities with a 12 percent VAT rate. "Each unit head will prepare a statement letter, that when there is a decision from the Ministry of Finance, the excess will be returned to the tenant's account," said Sri Lestari.
As of January 1, 2025, 12 percent VAT applies to luxury goods. Referring to article 2 paragraph 3 of PMK 131 of 2024, the category of goods subject to 12 percent VAT is goods in the form of motor vehicles and goods other than motor vehicles that are subject to luxury goods sales tax (PPNBM) in accordance with the provisions of laws and regulations in the field of taxation.
