
TEMPO.CO, Jakarta - Health Minister Budi Gunadi Sadikin has disclosed a series of alleged malpractice cases and violations of professional conduct that occurred over the past two years.
During a working meeting with Commission IX of the House of Representatives, Budi presented data showing a total of 51 malpractice cases between 2023 and 2025.
Of the total, 21 cases were formally reported to the Ministry of Health, while the remaining 30 were identified through the Ministry’s monitoring of mass media and social media platforms. Since 2023, these incidents have resulted in the deaths of 24 patients, with 13 of the deaths taking place in 2025 alone.
Beyond fatalities, the Ministry also recorded 10 cases involving infections or complications, 8 involving procedural or administrative errors, 7 resulting in serious injury or disability, and 2 related to disputed or unsatisfactory medical information.
"These are examples of cases that have been reported, both through social media and direct complaints," Budi said during the meeting held at the Parliament Complex in Senayan, Jakarta, on Wednesday, July 2, 2025.
To reduce such cases, Budi outlined two oversight strategies: periodic oversight and incident-based oversight. He explained that periodic oversight will be routinely conducted by the Ministry for all non-accredited health facilities.
Incident-based oversight, on the other hand, is triggered by reports. "Even now, we also start monitoring from social media," Budi added.
The Ministry of Health also plans to establish an ad hoc team to handle malpractice complaints, working in coordination with regional Health Offices.
Budi said the public can report suspected violations by medical personnel or healthcare facilities. All reports will be processed through the Professional Discipline Council (Majelis Disiplin Profesi, MDP).
Budi emphasized that complaints to the MDP and the Ministry must be filed before proceeding with legal action. "All violations that have criminal sanctions and cause civil losses must go through MDP recommendations before they are processed legally," he said.
Separately, the Professional Discipline Council of the Indonesian Medical Council recorded 57 malpractice and professional ethics violation reports against doctors in 2025 alone.
According to MDP Chairman Sundoyo, these cases occurred across various regions in Indonesia and involved a range of infractions.
"Up to this day, 31 complaints are under examination, while 24 cases have been completed," Sundoyo said.
He noted that among the resolved cases, 30 percent (or 18 doctors) were found guilty of malpractice. Sanctions issued by the council included written warnings, suspension of registration certificates (STR), and revocation of practice licenses (SIP).
"Three of them had their SIP revoked," he said.
