ICT Institute Alerts of New Social Assistance Fraud Scheme Using Deepfake Videos

TEMPO.CO, Jakarta - Executive Director of Information and Communication Technology (ICT) Institute, Heru Sutadi, confirmed that the video used in the social assistance program (bansos) distribution fraud case by the government falls under the category of deepfake.

The video featured President Prabowo Subianto and other government officials in the modus operandi used by the perpetrators to ensnare their victims through social media.

"Manipulating the face, voice, or appearance of another person falls under deepfake," said Heru when contacted on Monday, February 10, 2025.

According to Heru, AI Deepfake technology, which was originally developed for the creative and entertainment industry, is now being increasingly used for digital crimes. "The advancement of AI on one hand provides ease in our creative and professional work, but it is also being misused by cybercriminals as a new modus operandi for crimes such as fraud," he said.

He added that crimes involving deepfake not only manipulating the image of a president, but also other figures such as ministers, vice presidents, or celebrities.

"Unfortunately, this new modus operandi is not widely informed to the public, resulting in many victims and potentially more in the future," he said.

Heru emphasized that one of the main challenges in dealing with deepfake is the difficulty in distinguishing between authentic content and manipulated content. He urged everyone to be cautious.

"Do not readily believe a message or even a video call from someone impersonating a president, artist, or whoever, because they also utilize AI technology for deepfake," said Heru.

Separately, the Directorate of Cyber Crime of the Indonesian National Police has named a suspect with the initial JS (25 years old) in the case of social assistance distribution fraud.

JS uploaded a manipulated video of President Prabowo through his Instagram account, @indoberbagi2025, which has approximately 9,399 followers. The video contained an invitation to the public to register as recipients of social assistance program.

As suspected in JS's case, Heru affirmed that the main purpose of deepfake crimes is to deceive victims for financial gain. "In the end, it's about them obtaining money," he said.

As a preventive measure, he reminded the public to always verify circulating information, especially those related to social assistance or aids. "If there is information about bansos, always check and recheck, and if asked for money, it is definitely a scam," he said.

It should be noted that JS managed to ensnare approximately 100 people from 20 provinces, with the majority coming from East Java, Central Java, and Papua. The amount of profit received by JS until December 2024 reached Rp 65 million.
