TEMPO.CO, Jakarta - Indonesia and Turkiye have agreed to expand their civil aviation cooperation by adding routes, capacity, and supporting connectivity, tourism, trade, and broader economic opportunities.
The Indonesian delegation led by the Director of Air Transportation of the Directorate General of Civil Aviation at the Ministry of Transportation, Agustinus Budi Hartono, stated that the agreement was reached during the bilateral air relations consultation between Indonesia and Turkiye held on October 22-23, 2025 in Istanbul, Turkiye.
"The meeting resulted in the signing of two important documents, namely the record of discussion and implementing arrangement, which will form the basis for strengthening air relations and aviation cooperation between the two countries," said Agustinus in a statement in Jakarta on Sunday, October 26, 2025.
He conveyed that the bilateral consultation followed up on the agreement between the President of Indonesia and the President of Turkiye at the First High-Level Strategic Cooperation Council (HLSC) Meeting on February 12, 2025 in Bogor regarding the request for an increase in direct flight frequency between Turkiye and Indonesia.
Through the meeting, both countries agreed to expand the aviation network. Eight new destinations in Indonesia, including Yogyakarta, Majalengka, Manado, Medan, Balikpapan, Sorong, Kediri, and Lombok, were added to the agreement, complementing the previous two destinations, Jakarta and Denpasar.
Meanwhile, from the Turkish side, two new cities, Izmir and Bodrum, are now included in the service points list, in addition to Istanbul, Ankara, and Antalya.
In addition to the expansion of routes, the capacity for passenger traffic rights (third and fourth freedom traffic rights) has also significantly increased from 14 to 32 flights per week.
He stated that the agreement is the result of constructive dialogue and demonstrates the high commitment of both countries to strengthen air connectivity and expand aviation market access.
"This capacity increase is a strategic step to open up broader connectivity between Indonesia and Turkiye. This agreement also opens up opportunities for airlines to explore new routes beyond Jakarta and Denpasar," said Agustinus.
The two countries also agreed to renew the codeshare arrangement so that airlines from third countries can cooperate with Indonesian and Turkish airlines to serve routes to beyond points.
The arrangement is expected to enhance flight operation efficiency, expand network connectivity, and provide more options for passengers from and to both countries.
In addition, provisions regarding the utilization of unutilized entitlement capacity were also approved. With these provisions, capacity that is not utilized by one party can be used by the other party through commercial agreements between airlines, which must be reported to the aviation authorities of each country.
"This arrangement provides greater flexibility for airlines to optimize market potential without having to wait for new adjustments to existing air agreements," said Agustinus.
