Indonesia Enforces New Rules on Electronic Systems for Child Protection

TEMPO.CO, Jakarta - The Indonesian Government Regulation on the Organization of Electronic Systems in Child Protection (PP Tunas), which regulates access restrictions for children under 16 years old, took effect on March 28, 2026.

The Minister of Communication and Digital, Meutya Hafid, has called on all digital platforms conducting business in Indonesia to immediately align their products, features, and services with the prevailing regulations.

"I emphasize that there is no compromise in terms of compliance to operate in Indonesia. There should be no compromise," said Meutya in an official statement shared by the Director of Communications Partnership of the Ministry of Communication and Digital, Marroli Jeni Indarto, on Saturday, March 28, 2026.

Meutya appreciates the full cooperation shown by digital platforms X and Bigo Live in fulfilling their obligations under the PP Tunas Regulation.

These two platforms are seen as compliant because they have not only committed to change, but have also made real adjustments to their systems and policies.

Platform X has set the minimum age limit to 16, as stated on the Help Desk page. Additionally, X is committed to beginning the process of identifying and deactivating user accounts belonging to individuals under the age of 16 on March 28, 2026.

Meanwhile, Bigo Live has adjusted the minimum age limit to 18+ as stated in the User Agreement and Privacy Policy, and strengthened its protection system through layered moderation, which combines artificial intelligence technology and human supervision to take action against underage accounts.

Meutya emphasizes that these actions demonstrate that global digital platforms can promptly and responsibly fulfill Indonesia's regulatory obligations. Furthermore, the government emphasizes that X and Bigo Live's level of compliance should be the minimum standard for all other platforms.

The government will continue to monitor the daily movements of platforms to ensure that every commitment is not just a formality, but is embodied in concrete steps.

For platforms that have not shown full compliance, the government asserts that they should promptly fulfill all obligations. The government has also prepared escalation measures and will not hesitate to take strong administrative actions to ensure that Indonesia's digital space remains safe and child-friendly.
