Indonesia Expected to Complete AI Regulations Draft This Month

TEMPO.CO, Jakarta - The Indonesian government is currently completing the Presidential Regulation (Perpres) on artificial intelligence (AI) as a legal framework to regulate the utilization of this technology. The Minister of Communication and Digital, Meutya Hafid, revealed that the ministry has submitted the initiative permit of the regulation to the Ministry of State Secretariat.

"Hopefully, soon we will have a Presidential Regulation or on artificial intelligence," she said during the Indonesia Summit 2025, in Jakarta, on Wednesday, August 27, 2025. This regulation will include the roadmap for AI development and ethical guidelines to ensure responsible use of the technology.

Deputy Minister of Communication and Digital, Nezar Patria, added that the draft of the AI Regulation is targeted to be completed by September 2025. The drafting process has reached its final stages, with the initial draft being completed in July 2025, followed by public consultations in August, and harmonization with the Ministry of Law and Human Rights and the Ministry of State Secretariat.

These regulations will serve as a guideline for the utilization of technology and the mitigation of AI usage risks. Therefore, this AI-related law should serve as a reference for those who want to develop such advanced technology. This regulation also refers to the AI Policy Dialogue Country Report, which is a result of collaboration with the government of the United Kingdom.

In addition to the Presidential Regulation, the plan to finalize the national AI roadmap was previously targeted for completion by July 2025. This roadmap is designed as a guiding principle for ministries and agencies in implementing AI in various sectors, such as transportation, healthcare, education, and finance. "We are only providing principles on how to adopt it, what can and cannot be done, and what needs to be anticipated," said Nezar.

The process of finalizing the roadmap also involved various stakeholders, including the Japan International Cooperation Agency (JICA) and the Boston Consulting Group (BCG).

The Presidential Regulation and AI roadmap are expected to form the foundation for ethical and adaptive AI development amidst global dynamics. In addition to referring to the Electronic Information and Transactions Law (ITE) and the Personal Data Protection Law, these regulations also consider ethical aspects that have been regulated in circulars and several ministerial regulations.

Earlier, the Ministry of Communication and Digital opened up public participation to provide input regarding the AI Roadmap and Ethical Guidelines, which ended on August 22.

The document, as stated by the Ministry of Communication and Digital, will serve as a strategic foundation for policy and regulation governance in the development and utilization of AI in Indonesia. The ethical is described as a reinforcement of existing policies through the Circular No. 9 of 2023.
