Indonesia, Japan Begin Cooperation in Caregiver Sector

TEMPO.CO, Jakarta - The Japan International Cooperation Agency (JICA) and the Indonesian Ministry of Health began working together in the caregiver sector on Tuesday in Jakarta.

This technical cooperation began with a Kick Off Meeting for the "Project for Enhancing Caregiver (KAIGO) Competency" which will be held for three years.

This cooperation is present as a strategic solution to answer the challenges faced by both countries.

Indonesia is transitioning towards an aging society, where in 2023 as many as 7 percent of the population will be over 65 years old and is expected to increase to 14 percent in 2047.

Meanwhile, Japan is facing a crisis of caregiver shortages due to the rapid growth of the elderly population and declining birth rates.

Director General of Health Human Resources Yuri Farianti conveyed the importance of building a domestic elderly care system by studying long-term nursing techniques from Japan.

"This cooperation will not only provide new jobs for the young generation of Indonesia, but also strengthen the Indonesia-Japan cooperative relationship," she said.

Yonemaru from the Ministry of Health, Labor, and Welfare of Japan, who will be the Chief Advisor for this collaboration starting July 2025, emphasized his commitment to ensure that graduates of the pilot Health Polytechnics are interested in working in the caregiver sector in Japan.

The Japanese team will also strive to develop a high-quality curriculum that can strengthen the Indonesian Government's efforts in addressing an aging society.

In its implementation, this collaboration will develop modules and learning materials for Japanese-style caregiver techniques that emphasize the dignity of the elderly, as well as materials related to Japanese culture and language.

Four health polytechnics have been selected as pilots, namely Jakarta Health Polytechnic 1, Jakarta Health Polytechnic 3, Tanjung Karang Health Polytechnic in Lampung, and Mataram Health Polytechnic in Lombok.

This technical collaboration will last for the next three years and includes the dispatch of experts, training and capacity building in Japan, and equipment assistance.

Through this collaboration, it is hoped that Japanese caregiving knowledge and techniques (KAIGO) can be adapted in the Indonesian context to improve the quality of long-term care for the elderly in Indonesia.
