TEMPO.CO, Jakarta - The head of Indonesia's National Narcotics Agency (BNN), Marthinus Hukom, has identified three areas in Jakarta as the most vulnerable to drug trafficking: Kampung Bahari, Kampung Boncos, and Kampung Permata.
According to Marthinus, these neighborhoods have consistently shown higher levels of narcotics circulation compared to other parts of the capital. “Our mapping indicates that in these areas, users, dealers, and the local community are locked in a cycle of crime,” he said during a visit to the Jakarta Governor’s office on Friday, April 11.
Each of the three hotspots is located in a different part of the city. Kampung Bahari lies in Tanjung Priok, North Jakarta; Kampung Boncos is in Palmerah, West Jakarta; while Kampung Permata is located in Cengkareng, also in West Jakarta.
Marthinus outlined BNN’s strategy to curb drug distribution in these areas, emphasizing the need to sever ties between the local population and drug syndicates.
“There is a mutual dependency at play here. Drugs bring in money, and that economic dynamic has created a bond between the dealers and the residents,” he explained.
BNN, he added, intends to rehabilitate users—who are viewed as victims of illicit drug networks—while cracking down on traffickers and dealers.
Marthinus also called on Jakarta Governor Pramono Anung to revive the role of community leaders in combating drug abuse. “Together with the Governor, we aim to bring back traditional community figures—religious leaders, neighborhood heads—and strengthen their influence.”
He further stressed that the city’s efforts must also address underlying issues that contribute to drug use, including social problems, family breakdowns, and poverty.
Governor Pramono responded by stating that Jakarta’s public health centers, or Puskesmas, will be repurposed to serve as rehabilitation facilities for drug users. “We plan to use existing Puskesmas as rehab centers for victims of drug abuse,” said Pramono.
He noted that Puskesmas have never been used for such a purpose, but the city’s Health Agency will work closely with BNN to make the facilities suitable for rehabilitation services.
The idea of utilizing Puskesmas for drug rehab has previously been raised by the Ministry of Law and Human Rights. It aligns with a shift in the legal approach to drug users under Indonesia’s revised Criminal Code (KUHP), set to take effect on January 1, 2026.
