TEMPO.CO, Jakarta - The Japan International Cooperation Agency (JICA) and the Indonesian Ministry of National Development Planning/National Development Planning Agency (Bappenas) have formalized a partnership through a Document Agreement (R/D) titled "Project Formulation for the Development Plan of Three Cities in the Republic of Indonesia".
The agreement was signed by Bappenas' Chief Secretary Teni Widuriyanti and Chief Representative of JICA Indonesia Takeda Sachiko on Tuesday, March 4, 2025.
Teni Widuriyanti stated that JICA is a reliable partner and emphasized that the cooperation between Bappenas and JICA is an important step for Indonesia's growth and development.
She explained that the development planning in this collaboration is not only about urban regional planning but also about dynamic ecosystem planning among the three cities, namely the Nusantara Capital City (IKN), Samarinda, and Balikpapan.
She emphasized that this development aims to elevate these three cities to a world-class level and drive sustainable economic growth and transformation.
Furthermore, Teni hopes this development plan could contribute to sustainable growth, economic transformation, and quality of life. She also hoped that this project would benefit the new capital city and the surrounding cities, as well as serve as a model and blueprint for urban transformation in Indonesia.
In this regard, Takeda Sachiko introduced JICA's previous collaboration for the Nusantara Capital City. She stated the urgency of promoting this collaboration to leverage Japan's knowledge and experience in urban development.
Along with the development of the new capital city, Sachiko stated that the Indonesian government indicated the importance of broad collaboration among the three cities as the "Three-City Development" to complement the development of the new capital city with Balikpapan, the economic city in East Kalimantan Province located near the new capital city, and Samarinda, the capital of East Kalimantan Province.
Sachiko said that to complement the urban function of the new capital city, IKN and the two surrounding cities need to collaborate effectively from the planning to the implementation stage in the "Three-City Development" perspective.
In this situation, Sachiko affirmed that JICA supports Bappenas and other relevant organizations in the previous basic study regarding the proposed concept that will serve as the basis for the "Three-City Development."
The collaboration among the three cities is intended to promote complementary and sustainable development in three aspects: economic, social, and environmental. This urban development collaboration will contribute to Goal 9 SDG, Industry, Innovation, and Infrastructure; Goal 11 SDG, Sustainable Cities and Communities; and Goal 13 SDG, Climate Action.
Deputy for Regional Development of Bappenas Medrilzam and other Bappenas officials were also present at the signing ceremony. There were also online participants from the East Kalimantan Provincial Government, the Samarinda City Government, and the Balikpapan City Government.
